This will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside in accordance with FAR 19.203(c). In accordance with FAR 36.204(c) Magnitude of Construction Projects, the price range of this project is anticipated to be between $100,000 and $250,000. The Government reserves the right to cancel this solicitation, either before or after the closing date. A Site Visit will be conducted on 7 July, 2022 at 9:30 AM (CST) Barksdale AFB, LA 71110. Participants will reference Attachment 6 for directions, Section L, and provision 52.236-27 for additional details regarding the site visit. The NAICS for this project is 238320 and the small business size standard is $16.5M. This project is forthe High/Low Pressure Washing, Surface Preparation, and Painting of the following building: Building 6413, “49 TES.” All painting shall be done in accordance to the base color scheme using “Barksdale Buff” (Federal Standard 595B_33690) for walls and “Barksdale Brown” (Federal Standard 565B_20117) for trim. Work will include media blasting to remove several layers of paint coatings after cleaning of the lower half of the existing hangar doors. The contractor will utilize media blasting to achieve a level of cleanliness of “Commercial Blast Cleaning aka Thorough Blast Cleaning – SSPC SP 6/NACE No. 3/ISO 8501?1 Sa2” on the metal hangar doors below the translucent building panels, i.e. “Kalwall” facing Lindbergh Road and Flightline Road to bring the substrate to the standard specified for follow?on coatings (primer/paint) per manufacturer’s recommendations. This information will be located in Block 10 of the Request for Proposal (RFP). This will be a sealed bid requirement in accordance with FAR Parts 14 and 36. The contractor will be required to provide all labor, equipment, materials, transportation, and supervision necessary to fulfill the requirement at Barksdale AFB, LA in accordance with the project drawings and all applicable code requirements. The IFB will be posted around 23 June 2022, and the IFB will close 30 calendar days after the IFB is released. The period of performance is a mandatory 30 calendar days after the issuance of the Notice to Proceed (NTP). The NTP may be issued within 30 days after award of the contract. This acquisition is set?aside 100% for Service Veteran Disabled Owned Small Business concerns in accordance with FAR part 19.203(b). The IFB will be available by electronic transmission only at SAM.gov. Potential contractors must be currently registered in the System for Award Management (SAM) to be eligible for award; see webpage at www.sam.gov. All proposals shall be valid for 180 calendars days after the RFP closing to be considered responsive. In accordance with FAR part 36.204(c) the magnitude of the project is between $100,000.00 and $250,000.00.
