No award will be made under this solicitation until funds are available. The effective performance start date for this requirement will be 01 October 2019. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This is a combined synopsis/solicitation for performance based, commercial Kitchen Hood and Duct cleaning services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate RFQ will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA4608-19-Q-S066, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2019-02TA effective 8 May 2019). The North American Industry Classification System (NAICS) number is 561790 Administrative Services and PSC Code J073, and the small business size standard is $7.5 million. The proposed acquisition is set-aside for small businesses. All small businesses are encouraged to participate by submitting quotes. Please see the attached RFQ for further details. 1. (g) Contract award is deleted in its entirety (h) Multiple Awards is deleted in its entirety 4. 52.212-2-Evaluation Commercial Items (a) The Government will award a contract resulting from this combined synopsis to the responsible vendor whose offer, conforming to the PWS, will be most advantageous to the Government. The following factors shall be used to evaluate offers: i. Price - fair, reasonable, and balanced ii. The technically acceptable lowest priced offer will be determined by an evaluation of the proposed solutions to meet the requirements of the PWS on an Acceptable/Unacceptable basis. If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 3 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if it is in the Government's best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes. 5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations).
