In accordance with FAR 15.201 (e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Your response to this RFI will be treated as information only and will not be used as a proposal. No entitlement to payment, of direct or indirect costs, or charges to the Government will arise as a result of a contractor's submission of a response to this announcement or the Government's use of such information. The information provided may be used by the Government in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for marking proprietary or competition sensitive information contained within their response. Not responding to the RFI does not preclude participation in any future RFP. It is the responsibility of the potential offerors to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. The Air Combat Command (ACC) 55th Wing Safety Office is conducting market research to gather information on companies who currently have certification(s) and/or are authorized and capable to eliminate the grass in an area and replace it with a monotypic tall fescue grass containing endophytic fungi. The Government is seeking information on contractors capable of providing sustainment tasks ensuring the test plot of land is allowed to germinate successfully and not be overcome by other grass and weeds present in the area, so that an effective study of the affect the endophytic fungi has on bird presence within the test plot area. Initial test plot area would be approximately 10 acres, but the RFI should include am estimate of cost, along with potential limitations and observed complications, on replacing the entire grassy area of the airfield (as identified within the runway fence boundary), and surrounding area outside the airfield (up to 30 ft. where possible). The contractor will be knowledgeable of any related regulatory requirements that apply to working with, using and applying seeds and chemicals (such as fertilizer) to the test plot. The contractor shall have the equipment and personnel to conduct the required work. The contractor shall be able to maintain the seed or sod watered until established. Provide a per/acre cost estimate and recommended grass seed and if USDA/WS can recommend the brand of seed to be used. RESPONSE FORMAT Interested parties possessing relevant qualifications are requested to provide the following information: a. Acquisition methodology: A description of how commercial entities may solicit and acquire the necessary IDS support services, to include a description of any applicable contracting types and/or vehicles that may be utilized. b. Provide corporate capabilities and available facilities and assets to support the tasks identified in Sections 2 and 3 above. Identify any similar services you currently provide to the Air Force, Department of Defense, or any other customer. c. Describe how maintenance support can be obtained and purchased, i.e. hourly, quarterly, or annually, and provide a price list if available. d. Describe what, if any, government furnished resources would be required. e. If you are a large business under NAICS code 111998 you will be required to provide a small business subcontracting plan with your contract proposal. With your capabilities package indicate what areas you would subcontract and the percentage of the contract you would subcontract to small. f. Small Business (SB) Set-Aside Determination. The Government reserves the right to decide whether or not a SB set-aside is appropriate based on responses to this notice. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capability to successfully perform and manage all the requirements of this magnitude. g.
