The government intends to award this requirement as a sole source to Boeing Digital Solutions, Inc. (Boeing) (CAGE: 19580) under NAICS Code 518210 as there is only one responsible source and no other supplies or services will satisfy agency requirements IAW FAR 6.302-1. Boeing is the only responsible source because they are the sole owner of proprietary software that meets all the needs outlined in the Statement of Work (SOW). Additionally, Boeing is the only vendor who also provides the required crew dispatch services with the certification and experience level outlined in the SOW. DESCRIPTION OF REQUIREMENT The contractor shall provide mission planning and execution system that supports the dispatch of four E-4B USAF aircraft and missions with a 24/7 posture. Dispatch function must be able to flight follow all global missions ensuring accuracy of routing, threat avoidance, logistics support, coordination of diplomatic overflight, air traffic control, and support in emergency actions. Simultaneously, the dispatch function will be able to maintain sufficient personnel during execution to mission plan future mission requirements.
