COMBINED SYNOPSIS/SOLICITATION Offutt AFB, NE This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. This solicitation is being issued IAW FAR Parts 12 and 13 as a Request for Quote (RFQ). The RFQ number FA460024Q0008 shall be used to reference any written quote provided under this RFQ. Please reference the attachments for more information and instructions regarding this Combined Synopsis/Solicitation. This solicitation is a 100% Small Business Set-Aside under NAICS Code 238210 and PSC/FSC N059. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration will make an offeror ineligible for award. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. DESCRIPTION OF REQUIREMENT This requirement is to provide replacement of several miscellaneous degraded and obsolete Excel 5000 series controllers at building B301, which are at their end of service life. Full programming of those replacements, including graphics. This project shall also replace several associated control & operation components. Please reference the Brand Name J&A for information regarding the need for Honeywell equipment. This is a one-time service and there will not be any follow-on service. APPLICABLE LABOR LAWS This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41. SPECIAL INSTRUCTIONS Offerors shall be required to return the attached solicitation, signed, and filled in appropriately, along with any additional information required to be submitted by FAR 52.212-2 Evaluation— Commercial Items Addendum and any additional fill-in provisions. QUESTIONS AND SITE VISIT A site visit will be scheduled for 4 December 2024 at 2:30 PM CST. Initial meeting place will be at the Offutt Visitor Control Center before we travel to the work site. All prospective offerors that do not have access to Offutt AFB shall submit an NCIC Screening and Pass Request to SrA Jose Buenaventura at jose.buenaventura@us.af.mil and austin.palrang@us.af.mil not later than 3 December 2024 at 11:00 AM CST. Entry to the installation cannot be guaranteed for any Pass Requests received after the submittal deadline. All questions concerning this solicitation shall be sent by 9 December 2024 by 1:00 PM CST.
