Revisions are highlighted in SON. This is a combined Synopsis/Solicitation for an Incline VAC Trailer. Item must be IAW the specifications listed in the Statement of Need. All instructions for testing of equipment are included in the Statement of Need. Item will be delivered to Offutt AFB, NE 68113. QUESTIONS DUE DATE AND TIME There will be no formal Q&A for this request for quote. OFFER DUE DATE AND TIME Thursday, 26 September 2024 at 12:00 AM (CDT) 3. General Requirements: Project includes, but is not limited to, the following work elements. The contractor shall furnish materials and incidentals. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). The work shall conform to the most current applicable State, AFI, ETL, ASME, NBIC, and Unified Facility Criteria Standards. The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall use Statement of Need requirements. 4. Project Requirements - The contractor shall procure and deliver a new incline-vac trailer with the following characteristics: o 300 gallon incline vacuum tank, and 200 gallon water storage tank (mounted at fixed 45 deg angle under the vacuum tank), rated for 500 cfm @ 16” Hg for a belt drive, positive displacement, wet/dry vacuum/blower (with 12 VDC clutch on the vacuum blower) o The unit shall have a 5 gpm @ 3500 psi water pump with 12 volt electric clutch. The pump shall connect to a low level switch in the water tank to shut off the pump on low water level o The unit shall have minimum 35 HP air cooled engine with 12 volt electric start o The unit shall come with all required controls for operation (including hour meter, water pressure gauge, water tank fill, water pump control, hydraulic control, vac door control, and work light control), water fill, and a pressure wash hose real on curb side o The unit shall have a remote operated powered rear opening vacuum tank door with drag bar attached o The unit shall have a .5 micron vacuum filter with self cleaning design o The vacuum tank shall have a UHMV coating on the inside bottom of the tank, and a SS ball float system to ensure positive shutoff of the vacuum when the tank is full o The unit shall have a 5’ long, 3” non-conductive vacuum wand with anti-clogging design and at least 33’ of 3” vacuum hose o The unit shall include an anti-freeze system o The unit shall come with the following accessory equipment: ? 5’ long water wand with turbo pulse digging nozzle ? 3’ long water wand with wash down nozzle ? Aluminum tool box 36”Wx20Dx17”H ? Jack stand ? Strobe light and work lights ? Hydraulic powered valve exerciser on a 13’ articulated boom arm • 320 deg travel, 13’ reach, articulated & telescoping • Boom arm can be powered up & down • Exerciser head has powered tilt (up to 30 deg) for alignment purposes • 50 to 500 ft-lb torque, with pre-settable max torque • 5-30 rpm variable speed valve exercising with rotation counter and rotation direction indication • Torque wrench head swivel up to 90 deg • Telescoping valve key for 4’ to 9’ • 8 gpm @ 2000 psi aux tool circuit to operate jack hammer or submersible pump • Valve exerciser head must be able to be easily disconnected from the boom arm and have at least 30’ of hydraulic hose and quick connects for hand-held operation ? 300 gpm submersible water pump with mounting stand capable of handling 2.5” solids ? Extra Vacuum hose reel with 100’ of 3” vacuum hose o The unit shall come with a 7000 GVWR trailer with torsion axle and 12 V electric brakes, and 8 lug 16” wheels with 235/75R16 o All lights and wiring shall be D.O.T compliant for road travel o The vacuum excavation assembly and trailer assembly must have baked on powder coat paint - The unit shall be hydrostatically tested and test run for proper operation before shipping and acceptance - The contractor shall deliver the unit to Offutt AFB, 106 Peacekeeper Dr, Building 301. - The contractor shall provide at least a 1 year manufacturer warranty or greater on all equipment, as well as 1 year or greater warranty on labor and assembly of the system. ELIGIBILITY The applicable NAICS code for this requirement is 333120 with a Small Business Size Standard of 1250 employees. This will be a 100% Small Business Set-Aside.
