To support Offutt AFB flying operations the Tower team has developed a plan to utilize a portable building as an alternate ATC tower in the event of a natural disaster or any other situation in which the primary tower becomes unusable. The Mobile ATC shall meet or exceed the salient characteristics in the Statement of Need (attached).
