The NPES is a classified, Mission Assurance Category (MAC 1) I, Management Information System (MIS) supporting decisionmaking for crises involving global strategic operations. NPES is an operational automated information system that supports strategic command and control throughout all phases of conflict. It is a decision-support aid for military commanders/battle staffs that have national-level responsibilities. In general terms, it enhances the capabilities of battle staff personnel to provide military recommendations on the following: (1) capabilities of US nuclear forces, (2) analysis and validation of strategic war plan/strategic option effectiveness, (3) selection of appropriate strategic plan/strategic option, (4) monitoring of strategic plan execution, (5) analysis of residual threat and residual (US) capabilities through force monitoring, (6) conduct of adaptive planning, and (7) reconnaissance, mapping, message processing, and intelligence handling.
