NOTICE OF INTENT TO AWARD SOLE SOURCE The 5th Contracting Squadron, Minot Air Force Base, North Dakota intends to award a firm-fixed price, sole source service contract to Clean Harbors Environmental Services Inc for the acceptance and disposal of approximately 6,000 tons of soil that has been contaminated with PFAS and Jet-A fuel. The soil will be hauled to the Contractor-approved site of operations by Minot Air Force Base personnel. This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.500(a) and FAR 13.106-1(b)(2). The following Product Service Code (PSC) and North American Industry Classification System (NAICS) code have been assigned to this acquisition: PSC: F108, Natural Resources/Conservation - Environmental Remediation NAICS: 562211, Hazardous Waste Treatment and Disposal Sawyer Landfill Facility, operated by Clean Harbors Environmental Services Inc, is the only facility within 100 miles of Minot Air Force Base that can accept and dispose of the required type (Jet-A fuel and PFAS) and tonnage of contaminated soil. Since the service involves Minot Air Force Base personnel physically taking the soil to the disposal site, sole source awarding has been determined to be in the Government's best interest to contain project costs, meet interagency-coordinated timelines, and mitigate contamination risk to the surrounding environment during transport. This is a notice of the intent to award a sole source contract in accordance with FAR 5.201(b)(1)(i). It is published for information purposes only and is not a request for competitive quotations. Therefore, no solicitation document exists for this requirement. No responses to this notice of intent to sole source are anticipated; however, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services listed. Deadline date for the submittal is Friday, 10 May 2024 at 1:00pm Central Daylight Time. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
