The 5th Contracting Squadron intends to solicit competitively for a Base Telecommunication System (BTS) contract at Minot AFB, North Dakota. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other services and items necessary to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week. The Contractor shall perform in accordance with standards which will be outlined in the posting of the forthcoming Performance Work Statement. A Firm-Fixed Price Performance Based contract will result from this posting, with a period of performance to commence on or about 1 March 2022 to 28 February 2027 (subject to the availability of funds). The performance period of this contract shall consist of a base year with 4 option years. There is no guarantee that options will be exercised. This proposed contract is being considered as a set-aside for HUBZone concerns under the small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 517311. The small business size standard for NAICS 517311 is 1,500 employees. The entire solicitation will be made available on or about 16 August 2021, via the System of Award Management (SAM) web page at https://sam.gov. No paper copies will be issued. The 5th Contracting Squadron, Minot AFB ND is seeking HUBZone sources for a Base Telecommunication System O&M service. The NAICS code is 517311. This procurement may be unrestricted. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought notice, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published in the SAM.gov. No solicitation is currently available. It is the potential offeror’s responsibility to monitor this site for future synopsis/solicitation as they will not be notified. The contractor would be responsible for providing all personnel, equipment, tools, materials, vehicles, supervision and other items and services, Work under this requirement will support the mission of the 5th Communications Squadron at Minot AFB as well as the Missile Alert Facilities (MAFs) by providing highly reliable wired telecommunications and networked voice, video and data services associated with AVAYA and CISCO systems.
