The 5th Civil Engineering Squadron (CES) has a recurring requirement for a Contractor Operated Civil Engineer Supply Store (COCESS) to provide a simplified method for CES personnel and Facility Managers to purchase materials, tools, and equipment used in the electrical, plumbing, heating/ventilation/air conditioning, refrigeration, sheet metal, welding, pipe fitting, carpentry, masonry, electronic monitoring, controls and alarms, material handling and rigging, hardware, power production, and water and waste water treatment and distribution. Supplies and equipment in this requirement will be utilized in support of maintaining Minot Air Force Base infrastructure.

The 5th Contracting Squadron intends to solicit competitively for a Contractor Operated Civil Engineering Supply Store (COCESS) at Minot AFB, North Dakota. The contractor shall provide all management, personnel, labor, equipment, tools, materials, and other items necessary to operate and maintain the COCESS. The Contractor shall perform in accordance with standards which will be outlined in the posting of the forthcoming Statement of Work (SOW). An Indefinite Delivery, Indefinite Quantity (IDIQ) commodities–based contract will result from this posting, with period of performance to commence on or about 1 August 2021. The performance period of this contract shall consist of a base year with 4 option years. There is no guarantee that options will be exercised. This proposed contract is being considered under full and open competition procedures. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 332510. The small business size standard for NAICS 332510 is 750 Employees. The entire solicitation will be made available on or about 4 January 2021, via the System for Award Management web page at https://beta.sam.gov/. No paper copies will be issued.
