This serves to provide notification to all Service-Disabled Veteran-Owned Small Business concerns in submitting proposals for the upcoming solicitation for services non-personal: Provide all labor to engineer, furnish, install and test (EFI&T) new infrastructure and single mode (SM) fiber optic cable (FOC) to two (2) Munitions Storage Areas (MSAs) in support of 2nd Generation Wireless LAN Minot AFB, ND. The infrastructure encompasses the installation of 6-strs SM FOC connecting fifteen (15) MSA Igloos and three (3) telephone poles to End Nodes, either Bldg 980 or Bldg 6025. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOO. The Contractor shall comply with the current TIA telecommunication installation and testing commercial standard and base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished in accordance with (IAW) Specifications. Magnitude of this solicitation is between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code for this project is 237130 (Power and Communication Line and Related Structures Construction); the Business Size Standard is $39,500,000.00 in average annual receipts for the last three years. The complete solicitation package, which includes the project plans and specifications, will be made available only through the beta SAM website at https://beta.sam.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office. All amendments will be posted on beta SAM. Contractors will be solely responsible for obtaining amendments from this site to update files. This project will be solicited as a Service-Disabled Veteran-Owned Small Business set-aside with the intent to award a Firm-Fixed Price Contract in which award will be made, IAW the acquisition procedures established in FAR 15.101-2, to the offeror(s) whose evaluated offer/proposal represented the lowest priced technically acceptable. Anticipated issue date for the solicitation is at least 15 days after issuance of this notice and can be accessed at the beta SAM website located at https://beta.sam.gov/. Notice to Offerors: NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at https://www.beta.sam/gov/ before award of contract; failure to register in the SAM database will cause your firm to be ineligible for any future award. NOTE 2: "Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
