This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This requirement is a total small business set-aside. This solicitation FA449723RAUTO is being issued as a Request for Proposal. The Government intends to award a Firm-Fixed Price Contract. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2023-01 and DFARS Publication Notice 20221216. The North American Industry Classification System Code (NAICS) is 238290 and the size standard is $22 million. The contractor shall perform the following services: Repair and maintain 136 automatic doors on Dover AFB, DE in a manner that will ensure their serviceability and operation. All maintenance and repairs to include service calls shall be performed in accordance with (IAW) the Performance Work Statement and industry standards. Additionally, the contractor must be able to provide emergency repair services within two (2) hours of notification. The Government intends to award one (1) contract for a base period with four option years. The performance period is as follows: Base Year: 1 October 2023 – 30 September 2024 Option Year 1: 1 October 2024 – 30 September 2025 Option Year 2: 1 October 2025 – 30 September 2026 Option Year 3: 1 October 2026 – 30 September 2027 Option Year 4: 1 October 2027 – 30 September 2028 6-Month Extension: 1 October 2028 – 1 April 2029 Attachments: Attachment 1 – Performance Work Statement (dated 25 July 2023) Attachment 2 – Bid Schedule Attachment 3 –SCA Wage Determination (Rev. 22, dated 31 May 2023) Site Visit Information: A site visit will take place on 14 August 2023 at 10:00 AM EST. The 436 Contracting Squadron at Dover AFB, DE is conducting this Sources Sought to identify small business firms who possess the capability to provide services as specified in the description below. The project will be implemented using the North American Industry Classification System (NAICS) code 238290 – Other Building Equipment Contractors. The applicable classification code is J035– Maintenance/Repair/Rebuild of Equipment—Service and Trade Equipment. DESCRIPTION OF SERVICE. The contractor shall provide all management, tools, materials, equipment and labor necessary to repair and maintain 135 automatic doors on Dover AFB, identified in Appendix A in a manner that will ensure their serviceability and operation. All maintenance and repairs to include service calls shall be performed in accordance with (IAW) industry standards.
