This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This is 100% set aside for a Small Business. The solicitation number is FA449720Q00030002 Equipment Load Testing. This solicitation is being issued as a Request for Quote. The Government intends to award a Firm-Fixed Price Contract. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2020-01 and DFARS Publication Notice 20190531. The North American Industry Classification System Code (NAICS) is 811219 and the size standard is $22M. The contractor shall provide the following services: The contractor will be required to perform scheduled inspections, and unscheduled load testing as necessary, on 66 equipment items over a 12-month period in accordance with the Performance Work Statement (PWS) and its attachment. The requirement is for a Base Period with Four Option Years. The performance is as follows: Base Period: 18 Dec 2019 – 30 Sep 2020 Option Year One: 1 Oct 2020 – 30 Sep 2021 Option Year Two: 1 Oct 2021 – 30 Sep 2022 Option Year Three: 1 Oct 2022 – 30 Sep 2023 Option Year Four: 1 Oct 2023 – 30 Sep 2024 Contractors are encouraged to offer their most advantageous/best quote. The contractor shall submit their quote by 12 Dec 2019, 11:00 a.m. EST to the contracting office by email in order to be considered. Quote is on an all or none basis and must be valid for at least 60 days. All questions must be submitted by 9 Dec 2019 at 1:00 p.m. EST. The Government will not accommodate any questions after 9 Dec 2019 at 1:00 p.m. EST. A site visit will be held on 5 Dec 2019 at 1 p.m. EST. Offerors are highly encouraged to attend. Names of those attending the site visit must be submitted to the contracting office no later than 3 Dec 2019, 11 a.m. EST.
