Purpose of Amendment: The purpose of this amendment is to extend the closing date of the original solicitation to allow for the on-ramping of additional contractors to the Construction Basic Ordering Agreements (CBOAs) previously established under this solicitation. The original solicitation anticipated the potential for on-ramping at any time. Key Information: Extended Closing Date: The new closing date for submission of offers for on-ramping is 2 February 2026 at 1400 hours, local time UTC-1. Scope: This extension is solely for the purpose of allowing additional contractors to submit offers for consideration to be added to the existing pool of CBOA holders. Existing CBOA holders do not need to re-submit. Reaffirm Existing Terms: All terms and conditions, evaluation factors, and requirements as stated in the original solicitation FA448624R0002, remain unchanged and in full effect. The receipt of an agreement will be based on the competitive source selection where the best value is expected to result, from selection of the proposal with the technical factor rated acceptable, and with respect to past performance factor, more relevant past performance being a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. The intent of this notice is to notify potential offerors that the 765th Air Base Squadron, Contracting Flight (765th ABS/CONF), at Lajes Field, Terceira Island, Azores, Portugal intends to issue solicitation FA448624R0002, Construction Basic Ordering Agreement. This announcement serves as an advance procurement notice. Responses to the synopsis are not required. The anticipated solicitation release date is on or about 1 April 2024. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. The Construction Basic Ordering Agreement (CBOA) is a written instrument of understanding, negotiated between the United States (US) Government and the Contractor to provide construction services for a broad range of renovation, demolition and construction projects for the US Government. An agreement is not a contract. Construction to be furnished under the agreements will be ordered by issuing Task Orders. Work shall be defined in individual Task Orders and may consist of multiple disciplines in generic construction categories. It may involve design services for all aspects of general construction including construction, modifications, demolitions and renovations of existing facilities. Work may include but is not limited to: maintenance, demolition, repair, alteration, mechanical, electrical, heating/air conditioning, painting, flooring, paving, and earth work for industrial/office buildings and/or infrastructure. The Contractor shall furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all necessary items to accomplish the design and/or repair/construction of each Task Order written under this agreement for all work that is defined for each project.
