This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 765 ABS/CONF/PKA at Lajes Field, Terceira, Azores, Portugal, intends to issue solicitation FA448622R0002. This announcement serves as the advance notice for this project. Responses to the synopsis are not required. The North American Industry Classification System (NAICS) code for this acquisition is 236220 – Commercial and Institutional Building Construction. This synopsis is for a solicitation that will include the following work: general renovation of buildings T-621, new medium voltage switchgear building, and T-624 new CE Structures Shop. T-624 is the old base power plant, but is currently only working as base switchgear house. This facility is partially a two story building with office space, control rooms and restrooms, and an open space area where the old electrical power generators are installed as well as switchgear currently feeding Lajes Field. T-621 was the old support building to the power plant, with office and breakroom areas. The renovations will include selective demolition, new roof coverings, new windows and roll up doors, new partitions and finish upgrades including flooring, ceilings, doors, frames and hardware. Electrical work consists of conversion of the system to a European standard system including replacement of the medium voltage pad transformer, distribution equipment, lighting, lighting switching, devices and boxes. New site lighting will also be added. A new fire alarm and protection system and mass notificationsystem throughout the building will be installed. Pavement in T-621 and T-624 compound will also be replaced as well as surrounding fence. In T-621 a new medium voltage distribution switchgear will be installed. The project also includes the construction of new manholes, conduits and installation of medium voltage cables and incidental related work. This will be a firm fixed price, purchase order contract. In accordance with FAR 36.204(f), the estimated overall contract magnitude is between $1,000,000 and $5,000,000. The selection will be made using lowest price technically acceptable procedures, in accordance DoD Source Selection Procedures, dated 1 April 2016. The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://sam.gov/content/home and to the Chamber of Commerce of Angra do Heroísmo soon. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference and site visit will be contained in the solicitation package. . Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation. All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. In accordance with (IAW), FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, IAW DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed. Notice to Offerors: Funds are not presently available for this effort. The Government reserves the right to cancel this acquisition, either before or after the closing date. In the event the Government cancels this acquisition, the Government has no obligation to reimburse an offeror for any preparation costs.
