The intent of this notice is to notify potential offerors that Lajes Field, Terceira, Azores, Portugal intends to solicit proposals and award a single award firm fixed price contract using FAR Parts 12, 13, 37, with FAR Part 15 evaluation procedures. The contract term will be a base period of eleven (12) months plus four (4) one (1) year options; beginning on 1 October 2020 to 30 September 2025. This synopsis is for a solicitation for the following: Non-Personal Service: The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at Lajes Field, in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A and B, in order to meet the requirements of Performance Work Statement (PWS). Minimum cleaning frequencies are established in Appendix A, Air Force Custodial Common Levels of Service Standards. Facility cleaning levels and estimated square footages are established in Appendix B, Estimated Square Footages and Cleaning Level. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, final governing standards for Portugal, instructions, and commercial practices. The North American Industry Classification System (NAICS) assigned to this acquisition is 561720. The anticipated solicitation release date on or about 01 June 2020. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. Solicitation documents will be posted on the Government Point of Entry located at https://beta.sam.gov and to the local chamber of commerce in Angra do Heroismo. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://beta.sam.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered. CUSTODIAL SERVICES This Sources Sought Notice serves as a market research tool and is being used for planning purposes to determine availability of sources prior to determining the method of acquisition. The intent of this Sources Sought is to identify sources for Custodial Services to be performed at Lajes Field Air Base, AZORES, PORTUGAL. The 65th Contracting Flight is conducting market research to determine potential sources having the skills, capabilities and experience necessary to perform the described work. No award will be made from this Sources Sought. A draft Performance Work Statement (PWS) is attached to this notice. It is imperative that sources responding to this notice provide a brief capabilities statement that demonstrates the ability to perform custodial services. The documentation shall address, at a minimum, the following information. The submission is limited to 5 pages. All responses are to be submitted in English. Capability Statement: The following requests are designed to apprise the 65th Contracting Flight, Lajes Field, Azores, Portugal of any prospective Custodial Services contractor’s capabilities. Please provide your response to the following. Offerors name, address, point of contact, phone number, e-mail address, DUNS number, CAGE code. A list of similar contracts your company currently holds or has completed within the last three years. The list of contracts shall be relevant to custodial services, should include the location, contract number, description, dollar (euro) value, performance dates and Point(s) of contact with phone number and email address. Provide at least three references. One reference must be with a minimum of one (1) year of continued performance. The Capability Statement for this sources sought is not expected to be a Request for Proposal or an Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capability Statement. Submission of a Capability Statement is not a prerequisite to any potential future offerings, but participation will assist in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. The capabilities will be evaluated solely for the purpose of determining potential sources. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
