This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 65th Contracting Flight at Lajes Field, Terceira, Azores, Portugal, intends to issue solicitation FA448620R0008. This announcement serves as the advance notice for this project. Responses to the synopsis are not required. The contractor shall provide all plant labor, materials, tools, equipment, transportation, supervision and personnel necessary to accomplish the work described in this statement of work and attached drawings to replace all black feeder switches from medium-voltage electrical distribution system and incidental related work. Work is located at Lajes Field, Azores, Portugal and shall be performed in accordance with this Statement of Work (SOW), Project Drawings and Lajes Field Construction Site Standards and Facilities Excellence Standards. The contract period of performance is anticipated to consist of an estimated two hundred and forty calendar days (240), including material acquisition. SELECTION PROCESS: The selection will be made using lowest price technically acceptable procedures, in accordance DoD Source Selection Procedures, 31 March 2016. TYPE OF CONTRACT AND NAICS: The Request for Proposal (RFP) will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System (NAICS) code for this procurement is 238210: Electrical work. CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204(d), the magnitude of this project is between $250,000.00 and $500,000.00. ANTICIPATED SOLICITATION RELEASE DATE: The solicitation as well as all notices/amendments will be posted to the Government Point of Entry located at https://beta.sam.gov/and to the local chamber of commerce in Angra do Heroismo on or around 1 July 2020. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference and site visit will be contained in the solicitation package. Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation. All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov. This announcement serves as the Advance Notice for this project. Responses to the synopsis are not required. The contemplated contract is to be performed in Azores, Portugal. In accordance with (IAW), FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" – The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Furthermore, IAW DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed. Notice to Offerors: Funds are not presently available for this effort. The Government reserves the right to cancel this acquisition, either before or after the closing date. In the event the Government cancels this acquisition, the Government has no obligation to reimburse an offeror for any preparation costs.
