Introduction: The purpose of this solicitation is to procure Playground Equipment and Installation in support of Joint Base McGuire-Dix-Lakehurst (JB MDL). Services shall be performed at McGuire AFB section on JBMDL, NJ in accordance with the Performance Work Statement (PWS) (See attachments) dated 27 March 2024. 2. Contracting Strategy: The Government contemplates a single award of a Firm Fixed Price (FFP). This is a 100% Small Business Set Aside. The acquisition is based upon competition to represent the Best Value to the Government. For proposal instructions and submittal information, see section L below, entitled Specific Instructions, Conditions, and Notices to Offerors. For the basis of award, see section M below, entitled Evaluation Factors for Award. 3. Proposals are due not later than 3:00 PM Eastern Time on Wednesday, 1 May 2024 to Jeremiah Fontenot at jeremiah.fontenot@us.af.mil and Kelsey Brodbine at kelsey.brodbine@us.af.mil. 3. Period of Performance (POP): The anticipated PoP is as follows: 210 calendar days total | approximate start date of 3 June 2024 to 30 December 2024 4. CLINS for pricing: All CLINS must be priced in the solicitation and on the Bid Schedule (see attachments) CLINS 0001 & 0002 will be awarded. CLINS 0003 & 0004 are options the government may or may not award, notification will be sent to the awardee at time of award. 5. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to install a new playground system. The system shall have an inclusive design and intended to accommodate all children between the ages of 5 & 12 years of age. The sytem will be a GameTime Switchback Peak model PS21026 or equal and must meet all criteria set forth in this statement of work. All equipment, surface, options and installation requirements must meet Consumer Product Safety Commission (CPSC) Public Playground Safety standards. Playground footprint will be 100’W x 100’L, 10,000 sq. ft. The contractor must obtain digging permits through the Civil Engineer’s Customer service section prior to starting the project. Pricing will include all site preparation and installation of play systems with surface material as well as the removal and disposal of existing ground material. Existing Conditions & Expectations (See Attachments for Photos) Play Surface The contractor will supply and install a 10,000 SF, ADA compliant, poured in place EPDM rubberized unitary playground surface. Compacted crushed stone sub-base will be a minimum six-inchs Fall Protection; entire surface will have a Head Injury Criterion (HIC) rating of under 400 HIC at ten feet. Wear course (top layer) will be a minimum of 1.5” thick. Base layer (bottom layer) will be a minimum of 3.5” thick. Play surface will be flush and level at the sidewalk attachment point. (See Attachments) all other edges of the play surface will be beveled. The play surface will promote positive drainage away from play area with a smooth transition from the playground to the sod. Surface color must be approved by the project manager prior to installation. Install Playground Equipment All aspects of equipment installation will be performed by installers certified by the manufacturer. Provide and install new inclusive, steel tube frame, eight level, hexagonal footprint, playset. The levels of the playset will be set at 1-foot intervals starting at 1 foot. All levels must be accessible by wheelchair. The highest level will be 8 feet above the playground surface. System must have the following items. Assortment of at least seven slides. Two must be spiral, and at one roller type slide. Assortment of horizontally mounted overhead ladder type features. Six person rocking platform with room for an additional wheelchair. Overhead shade protection on the 3 ft, 5 ft, and 8 ft levels. Assortment of sound makers, linked talking tubes, climbers, informative/educational panels, cargo nets, and interactive game panels. Contractor will ensure the play equipment use zone falls entirely within the play surface. Playground equipment color palette must be approved by project manager prior to installation. All work shall be completed within a 210 calendar day period upon the start of the project excluding holidays. Immediately following contract award, the contractor shall coordinate with the COR regarding actual material lead times, subcontractor scheduling and to ensure minimal impact to customers operations.
