Under this contract, the contractor will be responsible to provide all management, labor, tools, equipment and vehicles to operate, maintain and repair, the tertiary wastewater treatment facilities, eight lift stations, land application site, tactical training base septic system and the beneficial water reuse system. The equipment to be maintained and repaired includes, but is not limited to: force and gravity sewer mains, lift stations, basins, motors, conveyors, electrical components, instruments and gauges, and SCADA system. The contractor is also responsible for grass cutting and snow removal in all areas of direct control. Services are non-personal.

The 87 Civil Engineer Squadron at Joint Base McGuire-Dix-Lakehurst, NJ (JB-MDL) has a non-personal services requirement for a contractor to operate and maintain the base tertiary wastewater treatment facility (TWTF). The projected period of performance, including option years, is from 1 Feb 23 through 31 Jan 2028. A firm fixed price contract is contemplated. This acquisition is being solicited on an unrestricted basis under the Standard Industrial Classification 49 and North American Industry Classification System code 221320. The solicitation will be made available on the government point of entry, System for Award Management (SAM), at https://www.sam.gov/ on or about 25 May 22. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon interested contractors to monitor the SAM web page frequently for updates/amendments to the solicitation. Under this service, the contractor is responsible to provide all personnel, training, equipment, tools, materials, supervision and any other items, unless specified as government furnished, to operate and maintain the TWTF on JB-MDL, to include the land applications site, tactical training base septic system, and the beneficial water reuse system. The equipment to be maintained and repaired includes, but is not limited to: manholes, force and gravity sewer mains, lift stations, basins, heating, ventilation and air conditioning, equipment, valves, pumps, piping, emergency generators, motor conveyors, electrical components, instruments and gauges, and supervisory control and data acquisition system. The contractor is also responsible for grass cutting and snow removal in all areas of direct control. This is a synopsis and does not obligate the government to award. The government reserves the right to withdraw the synopsis and any forthcoming solicitation without due compensation to potential offerors. This announcement does not constitute a request for proposal. The solicitation shall incorporate provisions and clauses that are in effect through the most current Federal Acquisition Circular. All potential sources must obtain a unique entity identifier (UEI), CAGE code and register in SAM in order to transact business with the Department of Defense. Failure to obtain a UEI, CAGE code and register in SAM may result in the delay of award or possible award to the next otherwise successful offeror who is registered in SAM at the time of award. Offerors shall submit all questions or comments relative to the solicitation only electronically and before the date specified in the solicitation.
