FY 2019 STATEMENT OF WORK, WO 60238 TO INSTALL BIRD NETTING AT BUILDING 6918(Vehicle Over-hang), JB M-D-L, NEW JERSEY GENERAL: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to install bird netting as directed by the Contracting Officer's Representative (COR). SPECIFIC: This work includes, but is not necessarily limited to: Power washing bird droppings from walls, pipes, beams, fixtures, gutters, and windows which may include any other contaminated areas under the vehicle over-hang, and disposing of same; sanitizing areas of removed bird droppings, and; installing bird netting, as directed by the COR, to prevent birds from roosting and nesting in the specified area(s). Bird spikes and other bird deterrent materials shall be installed only upon approval of the COR. The alterations to these areas shall include, but may not be limited to: Acquiring and installing bird netting, US Netting Part # Multi use "M", ¾" x ¾" mesh, or approved equal. The bird netting installations include utilizing support cabling, turnbuckles, cable clamps, plastic ties, crimps, and other hardware as required to provide a sturdy, useful, and complete barrier to birds nesting in these buildings. Adjust cabling to prevent sagging. Bird netting is to be installed below building roof support beams, pipe lines, and other infrastructure as found. At a final inspection, upon completion of these installations, the contractor shall indicate, to the satisfaction of the COR, the absence of bird droppings in the work areas. Contractor shall ensure that all netting shall be continuous, in order to prevent roosting, nesting, and perching of all birds. SPECIAL REQUIREMENTS. The Contractor shall be responsible for daily clean-up at the work site. Any and all debris / trash generated by this project shall be removed and properly disposed off-base by the contractor. Any adjacent areas damaged by the Contractor shall be properly repaired by the Contractor at no expense to the Government. The Contractor or his representative Quality Control (QC) person will be on site during duty hours or the hours of work being accomplished. The Contractor shall coordinate the time that work will be accomplished with the point(s) of contact listed below. All equipment, devices, and operational minimum requirements shall be in compliance with the Americans with Disabilities Act (ADA). All work shall be accomplished in accordance with all Federal and state laws, NATIONAL FIRE PROTECTION (NFP) Code, NATIONAL ELECTRICAL (NEC) Code, and OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) Code. SUBMITTALS. The contractor shall, prior to work commencement, submit, for approval, cut sheets and/or other detailed information on the bird netting and on the sanitizing agent to be used. SITE VISIT: A Site Visit is scheduled for 5 September 2019 at 9:00 am. Please meet at the 68 gate visitor center at the following location: JB MDL Route 68 Gate Rt 68 South (Fort Dix Street) Trenton, NJ 08640 Please arrive at least 30 minutes early to gain access to the base, and bring all necessary documents and identification pointed out in the Entry Access List and SFS Appendix attachments. POINTS OF CONTACT: Mr. Chris Fazio, COR, (609) 754-0422, office located in Building 3104, McGuire Air Force Base. The Contractor Supervisor, or an alternate, shall be available within sixty (60) minutes notice during normal duty hours, 7:30am to 4:15pm, to meet with Government personnel to discuss any problems encountered at the work site. Contractor will supply Government Contracting Officer's representative with phone number for contacting purposes. BASE ENTRY: The contractor shall obtain the necessary passes and /or identification for entry into McGuire Air Force Base and Fort Dix for all employees prior to commencement of work. The Government reserves the right to refuse to issue an entrance pass to any employee for any reason deemed valid by the Government. The contractor shall be required to provide the Security Forces with vehicle registration(s), proof(s) of insurance, driver license(s), and a picture ID(s) to obtain a pass for entry onto the base. The Pass and Registration Building is located at the 68 Gate, on route 68. The commercial vehicle entry point is at Gate 9, Fort Dix, on Saylors Pond Road (State Road 670), Wrightstown, NJ. SECURITY FORCE AND FIRE PROTECTION: The Base Security Police telephone number is 609-754-2001 and the Base Fire Department telephone number is 911 for reporting a fire. PERFORMANCE PERIOD: All work shall be completed within a forty (40) calendar day period, excluding holidays, but including delivery time for materials. INSPECTION / ACCEPTANCE OF PROJECT COMPLETION: Contact the COR one (1) day prior to project completion, to schedule a visit for a final inspection of the work. END OF STATEMENT OF WORK
