The new boiler will be an exact replica of the existing one, (Please see Attachment 1. Performance Work Statement (PWS)). This is a one time service contract and the awardee will have no more than 60 days from date of award to complete this contract. Please refer to the Solicitation attached for more details. Instructions, Conditions, & Notices to Offerors or Quoters 52.212-1 Instructions to Offerors - Commercial Items, Addendum I In order to be determined responsive, all quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. A complete quote consists of the following: a) Complete the unit price, extended price, and total price blocks along with all information required in the table requesting company information, including vendor signature. b) Fill in required provisions and clauses. If the annual certification has been completed in the System for Award Management (SAM), FAR 52.212- 3 does not need to be completed. c) All vendors must have an active registration in SAM at time of quote submission. 52.212-2 Evaluation-Commercial Products and Commercial Services. Nov 2021 Evaluation-Commercial Products and Commercial Services (Nov 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made based on LOWEST PRICE TECHNICALLY ACCEPTABLE. The Government will evaluate the reasonableness of the offered prices. The following analytical techniques and procedures, as outlined in FAR 15.404-1 (Proposal analysis techniques), may be used, singly or in combination with others, to ensure that the final price is fair and reasonable: i. Price Analysis ii. Cost Analysis iii. Cost Realism Analysis iv. Technical Analysis v. Unit Prices vi. Unbalanced Pricing vii. Review and justification of pass-through contracts. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
