This is a SAPR for subject requirement to be awarded pursuant to Federal Acquisition Regulation (FAR) 13 and the specific requirements outlined in this request with attachments. The Air Mobility Command Directorate of Safety (AMC/SE) mission is to preserve resources through mishap prevention and nuclear surety. In support of this goal, AMC/SE analyzes trends to establish mishap reduction objectives, develops mishap prevention policy, and identifies opportunities for improvement. Operational Risk Management (ORM) is part of the AMC culture and is the basis for proactive mishap reduction. Air Mobility Command Directorate of Safety (AMC/SE) facilitates the ORM program for AMC and requires support for threat and error identification during flight crew performance and fight operations for Mobility Air Forces (MAF). A Line Operation Safety Audit (LOSA) is a formal process that requires contractor trained observers to collect safety-related data on environmental conditions, operational complexity, and air transportation specialists' performance. The LOSA process provides a diagnostic snapshot of strengths and weaknesses that AMC can use to bolster the "health" of its safety margins and prevent degradation of AMC cargo terminal operations. A Safety Investigation Board (SIB) comprised of Government personnel is formed to analyze the observation data and recommend proactive changes in identified deficient areas. LOSA is a key litmus test for crew force performance in order to identify both positive and negative aspects of day to day flying performance that is not captured through other means. This requirement will also expand to LOSAs for Aerial Ports, Aeromedical Evacuation, Maintenance, and the Air Operations Center. If this requirement is not fulfilled there is a continued threat to safety and worldwide airlift operations. This program is the cornerstone for AMC Company Commander's (CC) proactive safety program to prevent future mishaps from occurring. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
