Boeing Flight Attendant Egress Simulator Training (FAEST) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This SAPR is for the subject requirement to be awarded on a competitive best value basis, utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. The acquisition will be conducted IAW FAR 13, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS), and the specific requirements outlined in this request and attachments. The terms and conditions will be IAW FAR Part 12, and the specific requirements outlined in this request and its attachments. Description of requirement: The Operational Support Airlift and Executive Airlift (OSA/EA) mission provides transportation to high-level government employees and Department of Defense (DoD) officials utilizing a fleet composed of military derivatives of the Boeing 737, named the "C-40B/C", the Boeing 757, named the "C-32A", the Boeing 747, named the "VC-25 and E-4B". Air Mobility Command (AMC) acquires flight attendant (FA) training from civilian flight training centers. Required training includes classroom and simulator training for United States Air Force (USAF) Flight Attendants for the C-40B/C, the C-32A, the VC-25A, and the E-4B. Training shall ensure the ability to safely egress passengers from an aircraft in an emergency situation. Initial and Refresher training courses shall include Egress Aircrew Flight Equipment Training, Fire Fighting/Smoke Procedures and Training, Ditching Procedures and Training, Emergency Procedures, Aircraft Systems Training, Hazardous Material Handlers Training, In-Flight Illness Training (to include CPR/AED Training), and Water Survival Training.
