This is a RFQ for subject project to be awarded pursuant to Federal Acquisition Regulation (FAR) 13.5 and the specific requirements outlined in this request with attachments. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented, with additional information included in this notice. Award will be made IAW the procedures specified at FAR 13.106-1(b)(1) Sole Source Acquisitions. The Government intends to award a Sole Source, Firm Fixed Price (FFP) contract using simplified acquisition procedures. The circumstances of the contract action deem only one source is reasonably available due to Satcom Direct Communications being the sole manufacturer and seller of Skybond. This RFQ is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a quote. The Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. Headquarters Air Mobility Command (HQ AMC/A6NA) requires SkyBond subscriptions to support Satcom Direct Routers on 26 aircraft. Under the contemplated contract, the contractor will provide SkyBond channel bonding which combines multiple streaming channels of Inmarsat SwiftBroadband service to achieve higher data rates necessary to enable real-time communications applications on aircraft. SkyBond's channel bonding aggregates up to four channels together providing a larger data pipeline and delivering faster speeds. SkyBond enables higher bandwidth advanced features to aircraft for voice, video, and data. Under the contemplated contract, the contractor will provide the SkyBond subscription and the hosting environment located at the contractor's facility in support of AMC's previously installed SDRs, as allocated below. The SkyBond subscription is active for 12 months from the date of contract award. Four separately priced line items for additional yearly subscriptions will be included as options IAW FAR 52.217-7. There are no actions that can be taken to facilitate competition for out-year requirements given the aircraft installed equipment's life cycle and the exceptionally long process that would be required to schedule the aircraft for depot maintenance to exchange the current equipment for competitors.
