This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the intent of 763 ESS to award a Single Source, firm-fixed price (FFP) contract to the Oscoda-Wurtsmith Airport Authority (OWAA) for the use of OSC in accordance with (IAW) Attachment 1 – OWAA Service Specifications to support the 2021 Mobility Guardian Exercise (MGE). The MGE is the premier Mobility Air Forces (MAF) readiness exercise which helps train and improve the ability of the United States and its international partners’ air mobility operations skills. Training objectives for the 2021 MGE require the use of a commercially available airfield located within 60-miles of the Alpena Combat Readiness Training Center (CRTC) located in Northern Michigan. The Alpena CRTC is an active Michigan Air National Guard training facility that was selected to support the 2021 MGE because of the experienced personnel on-site and the outstanding infrastructure, both of which routinely support large influxes of personnel during training exercises. Situated approximately 55-miles south of the Alpena CRTC is OSC, a 2,000-acre public-use airport. The airport is primarily a cargo and light general aviation airport with no scheduled passenger services, and has the available space, infrastructure, runway and taxiway requirements to support the needs of the 2021 MGE operations. Therefore, the 2021 MGE Planning Team chose OSC to support the exercise. As such, the Government anticipates a Single Source award to OWAA utilizing FAR Part 12 and 13 procedures. This requirement is being solicited in accordance with (IAW) FAR 13, as supplemented.
