This is a SAPR for the subject requirement to be awarded pursuant to Federal Acquisition Regulation (FAR) 13 and the specific requirements outlined in this request with attachments. Headquarters Air Mobility Command’s Directorate of Air, Space and Information Operations’ Command Exercise Planning Division (HQ AMC/A37) requires Rigging Services and Support in Alpena, Michigan (MI) at the Alpena Combat Readiness Center (CRTC) to support the 2021 Mobility Guardian Exercise (MGE). The MGE is the premier Mobility Air Forces (MAF) readiness exercise which helps train and improve the abilities of the United States and its international partners’ air mobility operations skills. In order to meet 2021 MGE training objectives, the Government requires a quantity of 66, fully rigged LCADS. Low-Cost Aerial Delivery Systems are lightweight, A-22 type containers with no scuff pad, cover, or friction adapters on the lateral bands. The weight capacity of the load is 501 to 2,200 pounds (without the weight of the parachute). Low-Cost Aerial Delivery Systems are rigged like the A-22 container, but are used for low and high-velocity delivery of items where airdrop equipment is not recoverable. Additionally, the Government requires delivery of LCADS equipment in accordance with (IAW) the critical performance parameters specified in SAPR Attachment 1 – Statement of Objectives (SOO), and SOO Attachment 1 – Performance Parameters.
