Through this individual Justification and Approval (J&A), 763 ESS/PKAA issued a firm fixed price (FFP) IDIQ contract award, FA4452-21-D-0006, to L3Harris Technologies, Inc. A J&A is required because L3 Harris has chosen to retain exclusive ownership of the specialized software source code, they remain the only source capable of providing logistical support for continued operations of the MPN-25 and FPN-68/PAR-2000 radar systems. Headquarters Air Mobility Command Communications Operations Directorate (HQ AMC/A3A) requires logistical and technical support for three AMC owned MPN-25 Mobile Ground Controlled Approach Radar systems and one Navy owned FPN-68/PAR-2000 Precision Approach Radar (PAR) system. The anticipated ordering period on the IDIQ contract is a single, five year ordering period (60 months). The total available period of performance at the Task Order level will not exceed 29 March 2027 in accordance with FAR clause 52.216-22 and the 6-month Extension of Service (EOS) clause, FAR 52.217-9. Continuous technical support on the MPN-25 radars and FPN-68 radar is necessary as no funds are currently programmed to replace the existing radar systems. The MPN-25 systems are garrisoned at Joint Base McGuire-Dix-Lakehurst (JB-MDL), New Jersey but are deployable worldwide. The FPN-68/PAR-2000 system is stationed at JB-MDL, New Jersey.
