HQ AMC/SG requires three TIS decontamination teams to be on standby for COVID-19 or other coronaviruses, MERS-CoV, SARS-CoV, Highly Contagious Tuberculosis, and Influenzas. Contract requirements include the following: - Decontamination Team: A team consists of two trained and certified biological decontamination specialists. Electrostatic spray decontamination of the TIS (up to 4 hours) may be required based on observation. - Disinfectant/Chemical: An EPA-approved disinfectant will be selected for the appropriate decontamination modality. The current method for COVID-19 is chlorine dioxide (CL02) through electrostatic sprayers at a minimum of 250 parts per million (PPM). The TIS Validation process is a pre- and post-testing of the CL02 concentration to ensure a valid dispersion of at least 250 PPM. - On Call: One decontamination team is required to be available within 12 hours of mission notification and ready to decontaminate at Joint Base Charleston, South Carolina. Additional decontamination teams are required to be available as the need arises and will require a minimum of 12 hours of mission notification and ready to decontaminate at Joint Base Charleston. - Decontamination may include, but is not limited to, COVID-19 or other coronaviruses, MERS-CoV, SARS-CoV, Highly Contagious Tuberculosis, and Influenzas. Other decontamination methods may vary based upon the virus or biological hazard. All decontamination needs to be performed within industry standards. All waste needs to be treated, packaged, and disposed of on-site or will return with the decontamination team according to Standard Operating Procedures already developed. The decontamination process can take place either directly on the aircraft, or the decontamination team(s) cab disassemble the TIS unit. If decontamination is performed inside the aircraft, the process can be done in approximately six hours depending on temperature and humidity levels. This can be performed even more quickly while in flight drying. The decontamination process and chemicals used is laid out in the proposal provided by SafetyPlus, LLC (CAGE Code: 4C650). The most urgent and immediate need of HQ AMC/SG is for Emergency Standby/On Call personnel for two two-person decontamination teams for either the Continental United States (CONUS) or Outside Continental United States (OCONUS). These standby teams are to be ready at Charleston AFB, South Carolina, and are to have the capability to deploy to additional CONUS and OCONUS bases as the COVID-19 situation evolves and changes. However, there is an anticipated ongoing need for TIS Decontamination services.
