This is a SAPR for subject project to be awarded pursuant to Federal Acquisition Regulation (FAR) 13 and the specific requirements outlined in this request with attachments. This requirement is for the purchase of KC-46 Navigation License for the Explorer Tool (Export only Feature, or EF) for HQ AMC/5R. The Navigation Database (NDB) Explorer Tool (Export only Feature) License allows Mission Planning System experts the capability to convert NDB Data, provided by GE Aviation Systems LLC under separate contract, into a format that is readable and usable in Mission Planning Software. The operator, via the Mission Planning System requires the capability, and the capability is enabled by the export file and Explorer Tool. The Government intends to award a sole source, firm-fixed price contract for the subject project. This SAPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award a contract in response to this SAPR. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. Proposals are due by 13:00 PM (Central Standard Time) on Friday, 22 December 2023.
