In accordance with AFI 21-101, Aircraft and Equipment Maintenance Management, dated 16 Jan 2020, paragraph 4.9.5, TA Section. Recovers, services, inspects, maintains, and launches transient aircraft. Transient aircraft are those aircraft not assigned to a base that are enroute from one location to another that may require routine servicing. Aircraft are not considered transient aircraft when deploying to, staging from or departing from any location for the purpose of flying sorties or conducting training, either with or without the necessary maintenance support from the aircraft’s home base. The contractor shall provide all personnel, vehicles, equipment, tools, materials, supervision, and other services necessary to perform TA services as a decentralized national strategy, as defined in the PWS, and subsequently base-issued PWSs. The contractor shall perform to the standards within this contract and subsequently base-issued task orders. The contractor shall reference FAR 52.212-1, Instructions to Offerors for the applicable locations considered for performance of TA services. TA Services shall include, but are not limited to: management, arrival services, processing services, departure services, emergency services, special event services, Distinguished Visitor (DV) services, wash/cleaning/lubrication services, and other services, as described herein. The contractor shall also perform necessary phase-in services during the contract phase-in period, as well as perform necessary activities to phase-out upon award of a successor contract.
