NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. The 763 SCONS is seeking information from potential sources capable of performing AE services for the Department of Defense (DoD). The required AE services will include the commercial aircraft, the aircraft operating aircrew, maintenance, and insurance (ACMI) and support for patient special needs. Aeromedical Evacuation services are required for missions less than a range of 3,500 nautical miles (nm) and missions with a range beyond 3,500 nm; however, the greatest need is for missions within CONUS (less than 3,500 nm). Carriers must be Civil Airlift Review Board (CARB) certified. Carriers that are not Civil Reserve Air Fleet (CRAF) eligible, as determined by the DOD Commercial Airlift Division (HQ AMC/A3B), will be issued a "CRAF Letter of Technical Ineligibility". Commercial AE airlift services are restricted to United States (US) flag carriers. Commercial AE missions will be flown during periods of conflict, disaster relief, and peacetime. Commercial sustainment AE missions will occur at a tempo significantly less than that during conflict. Commercial AE missions will not operate into, through, or out of any declared combat, hostile threat or war zone. Commercial AE missions will be required to transport both ambulatory and litter patients. Some patients may require critical care treatment during commercial AE airlift. The ratio of litter to ambulatory patients is 75% to 25% for the purposes of this posting. Patients will be attended by US military AE crews, led by a Medical Crew Director (MCD). Critical care patients will be attended by a Critical Care Air Transport Team (CCATT). Commercial AE services will also be used to position AE crews for force posturing. Commercial AE capability will be exercised regularly by USTRANSCOM and HQ AMC to measure readiness. See Attachment 1 for a list of additional technical capabilities.
