The prim... DESCRIPTION OF WORK: Travis Air Force Base has a requirement for a relocatable 15,176 square meters Air-supported Dome. The size of the Dome is 270 feet wide by 605 feet long by 86 feet high. The primary heating/cooling /pressurization units are two 1.75M BTU units with 100 tons Cooling. HVAC system shall meet NEC Natural Gas Fired code requirements. The Lighting system shall consist of 210 Hang-lite Universal LED light fixtures. The Dome design shall exceed code and withstand 120 Wind load. A relocatable Dome is essential to create an indoor track. Blue Track Dome shall include the following parts and equipment: •1.0 Fabric Envelope: White Total Weight: Minimum 28-30 oz. per sq yard Ultraviolent Ray: Dacron Polyester Tear Strength: 275/275 lbs/inch Warp & Weft Fire Retardant: Meets NFPA 701 Grab Tensile Strength: 700 lbs Warp/700 Weft Operating Temp: -22 to +158 F •1.1 PVDF Coating: Vinyl coated polyester will have a clear hard barrier PVDF-II coating. •1.2 Opaque Layer: To eliminate all light transmission through the fabric. •1.3 Multi-Layer Thermal Liner: Double Wall Construction. A thermal-liner will be incorporated as an integral part of the main structural envelope insulating 100% of the structural wall including seams. Interior liner membrane to be min. total weight 14 oz/sq. yd. vinyl coated polyester. •1.4 Field Junction Seam Joints: Mechanical field joint will allow the entire envelope to be separated into smaller sections for easy erection and removal. The joints are mechanically sealed with stainless aluminum clamps. •1.5 Cable Systems: Cable systems shall conform to the Local ASCE 55-16 Code, Wind Load of 100 and Ground Snow Load of 5. •1.6 Full Bias Safety Net System: The bias harness net system shall be prefabricated to totally encapsulate the air structure envelope. The harness system uniformly releases fabric tension in all directions, transforming fabric loads directly to the harness. The system shall be constructed of pre-stressed galvanized vinyl coated steel cable which is bias interlocked to form a complete encapsulating net. The Net System will withstand 120 miles per hour winds, prevents tear propagation in the case of vandalism, extends the longevity of the Fabric Skin and prevents hanging lights from swaying inside the building. •1.7 Aluminum Channel System with Cable Anchorage Clips: System runs continuously along the entire perimeter of the air structure. This system is used for seasonal structures because it allows for quick installation and removal of the fabric envelope. •1.8 Egress & Entrances: Consist of nine (9) personal exit doors. The purpose of these doors are to give an emergency means of egress. The design shall have received a complete acceptance by the Building Code Officials and the Air Structure Institute's Design Standards. Free standing with panic hardware and outward opening and self-closing Emergency exit door with top panel for mounting supplied. Includes exit lighting and exit signs with prewired emergency lighting. •1.9 Three (3) Leaf Revolving Door: Large numbers of people can move safely in and out of the structure without causing a pressure drop. All aluminum welded construction, lightweight, easy to remove and vision panel is unbreakable. •1.10 Personal Airlock System: Combined with the revolving door or stand-alone for safe entrance and egress by wheelchair, small equipment or multiple people at one time without affecting the internal pressure of the air structure. •1.11 Vehicular Airlock: Provide two doors for each airlock to allow vehicles and equipment to pass in or out of the air structure without changing the safe operating internal pressure. Complete with one approved electric motor, push button stations and steel roll up doors. Steel frame, fabric cover, and hardware are pre-packed and complete for assembly. Manual pull chains are required for each door, so doors can be opened manually, should electric power fail. •1.12 Entrance Openings and Fabric Boots: All door openings will be fitted with fabric roll-up flaps, which will be laced closed when the structure is inflated. The fabric flaps can also be rolled down and laced closed during the structure's use so that door can be removed and repaired without causing an air pressure drop in the air structure. •2. HVAC System Requirement: 480/277 Volts Preferred Manufacturer: Carrier •a. Heating System: 3.5 Million BTUs •b. Cooling System: 200 Tons •2.1 Primary Heating/Cooling/Pressurization: The package HVAC pressurization system shall supply the cfm to automatically inflate the air structure to its full shape and pressure, while it automatically heats and cools the interior. Pre-packaged and pre-wired complete with electric motors, inflation fans, automatic dampers. Assembled into an insulated weatherproof exterior housing, painted with a corrosion and heat resistant finish, all components U.L. listed. Inflation fans shall be A.M.C.A. rated manufactured to meet National code Electric motors to meet site electric service. •2.2 Auxiliary Backup System: The backup electric and gas motor inflation system shall be pressure controlled to supply internal air pressure to inflate and shape the structure envelop during pressure loss or primary failure. When the internal pressure drops below safe operating pressure or the electrical power fails, the unit will activate automatically and continue to supply additional cfm until the high limit setting is tripped and resets the system or power is restored. Complete package, self-contained in an exterior weatherproof housing. Blowers are rated in accordance with A.M.C.A standards. The system is complete with a 12 volt battery, automatic choke, automatic controls with pressure sensing probe and automatic regulating battery charger, all enclosed in a weatherproof enclosure. •2.3 Automatic Wind & Snow Sensors: The remote control panel package shall include the sensors that will read the wind velocity and snowfall. The sensors will automatically increase the building's pressure to resist the designs maximum wind and snow loads. 3.0 Lighting System: The Dome shall have 210 Hanglite Universal 440-watt "LED" Lighting System. The 440-watt LED shall be designed for use in air structures. The system shall provide high quality indirect light to eliminate any blinding effects. The lights shall be made of high grade aluminum, so they will never break when hit. GENERAL REQUIRERMENTS FOR OFFEROR COMPLIANCE The Travis Air Force Bases Professional Engineer Will evaluate technical proposals to make sure they meet the overall design and engineering requirements of the project. The Travis Air Force base engineer will evaluate each offerors's calculation. All offerors are to include bid calculations for the engineers to evaluate the following: Evaluation of Bidders Fabric Loads for the total structure envelope. The offerors offered cable net system calculations must show the fabric load transfer in all directions in all of the structure envelope surface area to be reduced to a minimum of 1/6th of the tensile strength of the fabric being offered. Evaluation of the Bidders Up Lift Calculation for the Air Structure. The offerors' uplift calculations must show they are providing the water static pressure for resisting local building codes for Wind Load and Snow Load to assure they meet the new ASCE 55-16 standards. Risk Category 3 to be used in the calculation. The requirement is the structure is to be designed to exceed code and withstand 120MPH Wind load. Evaluation of the Bidders HVAC Units. The offerors are to provide details and brand names of the mechanical systems offered. The calculations for the Inflations systems must show the systems offered meet the Heat & Cooling requirements while also meeting the inflation CFM for producing the required high design pressure. Offerors' Experience •Offerors must show examples of 6 structures of similar width and length and height built with a Full Bias Cable Net System. •Low Bias & Co-axial cable systems are not acceptable and will be rejected •Must show 5 examples of Tedlar Buildings built in the last 3 years •Structure must be manufactured in USA Fabric and Mechanical Specifications for The Dome Are as Follows: Structure Fabric Envelope: 270' Wide x 605' Long x 86 Tall Envelope Construction: The fabric envelope will be pre engineered and sized to meet specifications. All of the structure's welded seams will be constructed to be stronger than the structural fabric envelope. The bidders are to supply a 20-year warranty on the workmanship of all the envelopes welded seams. The fabric warranties are to be produced from an American fabric manufacturer with a DuPont Tedlar top coating. The manufacturer of the Tedlar coated Dacron Vinyl coated structure must have a proven history of producing air structures with this same fabric envelope and that have a proven performance history exceeding the 20-year warranty period. Outer Fabric: Seamans 28oz white Opaque Fabric Envelope: White opaque Total Weight: Minimum 28-30 oz sq. yard Base Type: Dacron Polyester Tear Strength: 275/275 lbs/inch Warp & Weft Fire Retardant: Meets NFPA 701, Cal Fire Marshall Grab Tensile Strength: 700 lbs. Warp &Weft The fabric supplier is to supply a NFPA certification proving the fabric has been tested and certified to pass the required Fire Resistance for the use of High Occupancy exposure facilities. DuPont TEDLAR Coating: This top coating is the most dirt resistant coating available for vinyl coated air structure fabric available in the industry. Tedlar also protects the vinyl and Dacron fibers from UV degradation for preserving the structural integrity of the fibers to allow the fabric envelope to retain its structural characteristics for maintaining or exceeding the safety factors for twenty years of environmental exposure. The manufacturer of the finished Tedlar coated Dacron Vinyl coated base fabric must have a proven history of producing this fabric and coating for a period that has a proven history of meeting or exceeding the 20-year warranty. Inner Thermal Liner: A thermal-liner will be incorporated as an integral part of the main structural envelope insulating 100% of the structural wall including seams. Liner is not to be directly attached to the outer membrane and must maintain a 4-inch tab to eliminate condensation and thermal loss at each seam. This further reduces the unnecessary loss of conditioned air. The liner will be white with a high gloss interior finish top coating will reflect indirect lighting in all directions. Interior liner membrane to be min. total weight 14 oz./sq. yd. vinyl coated polyester. Interior liner fabric can have color panels around the lower perimeter on request Wire Raceways Wires are not to be run in between outer skin and liner. In order to meet fire code, wires must be run on the interior face of the liner. Also, a 2 inch double reinforced tab must be available every 23 feet on center running the full length of every seam to allow for lights, banners and nettings to be easily hung around the entire dome. Full Bias Cable Net System & Anchorage System Full Bias Cable Net The Full bias Cable net system is prefabricated to totally encapsulate the air structure envelope. This harness system uniformly releases fabric tension in all directions, transforming fabric loads directly to the harness. The Full bias Cable net system shall be constructed of pre-stressed galvanized vinyl coated steel cable which is bias interlocked to form a complete encapsulating net. Proper distribution of the harness net system is designed to allow the fabric to carry a minimum stress load for the maximum design wind load. The full bias construction cable harness system is to be engineered and constructed to causes the windward side and leeward side of the air structure to balance between opposite forces causing little change in the structure's shape while maintaining stability during maximum wind load. Prior rope assembly all cables strands are to be individually hot dipped galvanize and cured prior to the finish rope assembly for reducing rusting. On completion of the rope assembly the cable rope is to be coated with ultraviolet resistant vinyl protective coating for providing flexibility without cracking. •Low Bias and Co-Axial Systems to not be accepted Rotating Pulley Clip System The full bias cable net to be anchored down to each of its concrete steel anchor clip points spaced approx. 9 ft. apart around the structure's base perimeter. The connection at each of these anchorage points are to have rotating pulleys. These pulleys are to be assembled with the required hardware, such as slip washers to assure any sudden shock jerk pull on the cable nets anchorage points will allow the rotating of the cable at the anchorage points during shifting wind loading. This will prevent cable snapping of fixed anchor points. •The sole use of single point connections is not acceptable and will be rejected Flat Clamp Down Steel Anchorage System This method of continuous anchorage at the base of the structure has proven in actual usage. The flat steel plates between the cable net anchor points are to be engineered for the maximum clamping down of the total structure fabric base perimeter. The design of the flat plate clamp system is to hold down the air structure envelope with the compression required providing for maximum water and air tightness and structurally sized to satisfy the maximum uplift load with the proper safety factors required by code. Embedded anchor rods to be furnished and installed by the buyer. The offeror is to include all special anchorage steel and hardware for clamping down the structures fabric envelope and for the anchoring of the cable net system including the connecting pulleys and hardware. •Aluminum Gutter system not acceptable Egress & Entrance Emergency Personal Exit Doors: (9) The primary purpose of this door is to give an emergency means of egress. Due to the air structure's static pressure on the interior side of the door, an emergency door opens outward without force. The door automatically returns closed against the air structure Internal air pressure for complete acceptance by the Building Code Officials and the Air Structure Institute's The doors are to be made of all aluminum-welded construction that never rusts and never needs paint. Lexan vision panels are unbreakable and offer lifelong service. Doors are to be free standing with panic hardware and be outward opening and self-closing. Emergency exit doors are to be supplied with top panel for mounting supplied accessories. Accessories to include emergency exit lighting and exit signs with emergency lighting that are pre -wired. Doors are to be manufactured and carry 3-year USA warranty •Painted steel doors will not be accepted due to high maintenance and painting. 3 Leaf Revolving Door (2) 3-leaf, heavy-duty revolving door with aluminum door panels viewing windows, aluminum frame and drum. Revolving door to include locks with 2 keys. Lexan vision panel is unbreakable and offers lifelong service Personnel Airlock (1) Personnel airlock passageway with 2 balanced doors, rigid frame with aluminum panels for weatherproof construction designed to attach to the revolving door. Airlock to include all door locks with 2 keys, hardware and components. Vehicle Airlock 12' x 12' x 40' Two doors will be provided for each airlock to allow vehicles and equipment to pass in or out of the air structure without changing the safe operating internal pressure. The pre-wired electric motors with push button stations are designed so that only one door can electronically open at a time. Therefore, one door is always closed maintaining the air structure's internal pressure. Complete with one U.L. approved electric motor, push button stations and steel roll up doors. Steel frame, fabric cover, and hardware are pre-packed and complete for assembly. Manual pull chains are supplied for each door, so doors can be opened manually, should electric power fail. Roll Up Flaps: (on all Openings) All door openings made through the structure's fabric envelope must be manufactured with a roll-up fabric flap that can be quickly rolled down should a door need replacement or should very high wind such as a hurricane be in the forecast. The roll-down flaps provide the extra security needed when winds exceeded 80 mph, this roll down emergency flap will be critical should a door boot connection be separated from its connection to the door. Mechanical System Primary Heating/Cooling/Pressurization units: (2) 1.75 Million BTU Units w 100 Tons AC The packaged HVAC pressurization system supplies the cfm to automatically inflate the air structure to its full shape and pressure, while it automatically heats and cools the interior. Pre-packaged and pre-wired complete with electric motors, inflation fans, automatic dampers. Assembled into an insulated weatherproof exterior housing, painted with a corrosion and heat resistant finish all components U.L. listed. Factory Mutual Insurance and F.I.A. Inflation fans are to be A.M.C.A. rated and total HVAC System manufactured to meet National code Electric Natural gas fired code requirements for a high occupancy operated air supported sports dome facility. HVAC system supplied must be of a quality USA nationally distributed heating system that is supported with professional HVAC service contractors within a 30 to 60 minutes' drive of the Travis Air Force Base site. Names of such experienced service companies and locations of the HVAC units offered by each offeror must be provided for the buyer's evaluation verification. The service and performance history of the HVAC system offered by the offeror must have local experience service companies quickly available when emergency services needed. •Total Output: 3.5 Million BTUs Total & 200 Tons Cooling •Units supplied directly by CARRIER or TRANE to be the only accepted Brands •Bidders manufacturing their own HVAC system that are custom and foreign to local service companies will not be accepted. Generator: (1) 80 KW Generator Furnish a natural gas-powered generator to run the Inflation fans for one of the two units that includes a transfer panel. Automated Wind Sensor: Offeror is to include a remote-control panel package includes the sensors that will read the wind velocity and snowfall. The sensors will automatically increase the building's pressure to resist the designs maximum wind and snow loads Lighting System LED Lighting system: (210) DAFT Hanglite Universal LED light fixtures Offeror to supply two hundred and ten 440-watt DAFT Hanglite Universal LED lights which provides 50 ft candles of light. LED light system is to be a one piece, bulb-less system to eliminate maintenance cost of changing bulbs. Driver must be configured to provide consistent lumen output over the fixture's entire life. Fixture must last 15 years and maintain a 3-year warranty. •LED light must be durable as systems which require light cages will be rejected •No lighting sway chains will be accepted Bid Alternates 1.Bubble Foil Insulation The insulation can be constructed of two (2) layers of polyethylene bubbles with low emissivity aluminum foil laminated on both sides. 2.Skylight o24' wide translucent skylight will allow natural light into the dome to give a feel of outdoor plan. 3.Logo Vinyl mesh banner 40'x 40' with Buyers Logo, finished with reinforced webbing & heavy-duty grommets.
