The 97th Contracting Squadron, Altus Air Force Base, Oklahoma, intends to issue a Request for Request for Proposal (RFP) for the acquisition of a Multiple Award Construction Contract at Altus Air Force Base in Altus, Oklahoma; Ebbing Air National Guard Base in Fort Smith, Arkansas; Vance Air Force Base in Enid, Oklahoma, and Sheppard Air Force Base in Wichita Falls, Texas. This service requires the contractor to provide all plant facilities, labor, equipment, tools, materials, supervision, and any other items and services (except as provided as Government-Furnished Property or Government Furnished Equipment) necessary to perform construction requirements for Altus AFB. The primary customer will be the respective Civil Engineering squadrons at each base, as defined in this Statement of Work (SOW), and in accordance with contract requirements. The contract shall be performed in a manner that will provide timely and well-executed construction requirements in accordance with all local, county, state and federal regulations, professional industry standards, and as required in the SOW. The construction requirements at Altus, Sheppard, and Vance will largely consist of renovations of WWII era facilities, quality-of-life projects, and non-complex requirements focused on sustainment. Ebbing’s requirements will be focused on developing their new Foreign Military Sales mission and may include complex and non-complex construction requirements. All requirements will need to be conducted in accordance with the SOW. We’re seeking to award the requirement in mid-May, and it will have a 5-year ordering period. This acquisition will fall under the North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The proposed solicitation will be competed amongst 8(a) contractors. The issuance date for this solicitation is projected to be on 17 March 2025. Prospective contractors must be registered in the System for Award Management Database (SAM) prior to submission of quotes. Offerors are advised that failure to register in the SAM prior to submission of the quote will render the firm ineligible for award. It is recommended that a firm registers immediately in order to be eligible for a timely award. This solicitation will be available ONLY via the Internet at the following address: http://sam.gov.
