JB CHS Base Telecommunications Systems Operations and Maintenance (BTS O&M) Services
This is a 100% small business set-aside opportunity to provide full operations and maintenance for the Base Telecommunications Systems at Joint Base Charleston, SC, including system administration, sustainment, and repair of wired telecommunications, VoIP, and network infrastructure. The contractor must be an authorized Avaya Government Solutions business partner, hold ISO 9001, ISO/IEC 20000, or CMMI Level 2 certification, and ensure all personnel have a valid U.S. Tier 3 Security Clearance. The period of performance includes one base year and four one-year options, running from October 1, 2026, through September 30, 2031. Performance will take place at Joint Base Charleston – Air Base, Naval Weapons Stations, and North Auxiliary Airfield, South Carolina. Award will be based on a best-value tradeoff considering price, technical capability (pass/fail), and past performance, with technical and past performance factors significantly more important than price.
