THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441825Q0041. The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order for Computer Aided Dispatch (CAD) and Mobile Data Information System (MDIS) to Southern Software Inc.; CAGE: 4JP22. The Government’s requirement is for the procurement, installation, and support of one (1) Computer Aided Dispatch (CAD) System and one (1) Mobile Data Information System (MDIS) for JB Fire and Emergency Services located at JB CHS, SC (see Attch-01, Statement of Work). The system enhances dispatch operations, improves data management and ensures a reliable support for emergency response activities and 100% instant communications capabilities with surrounding county's dispatch systems. Southern Software is the only vendor capable of fulfilling the requirement due to an existing 10-year agreement with Berkeley County Emergency Dispatch (entering 6 year in 2025), which includes a CAD-to-CAD system supported exclusively by Southern Software. JB Fire and Emergency must maintain direct CAD-to-CAD interoperability with Berkeley County’s dispatch center in order to receive and respond to emergency calls in real-time. This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
