A sole-source purchase order was awarded to Moran Evironmental Recovery, LLC. This action is to remedy the fire suppression foam release that took place in Hangar 515 on Joint Base Charleston, SC-Air Base. The contractor is to provide all necessary personnel, equipment, and tools needed to remove the foam within the impacted area. Services required include but are not limited to; foam/hazardous waste removal from the environment, waste disposal, and facility cleanup. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(2) in accordance with FAR 6.302-2, Unusual and Compelling Urgency. Please see attached Justification.
