The Bead Breaker and Adapter shall provide a reliable method to break (separate) narrow and wide body bias, radial, and NZG tire beads from the wheel rim to facilitate tire dismounting without requiring the operator to perform heavy lifting. COMBINED SYNOPSIS/ SOLICITATION FOR COMMERCIAL ITEMS: 437th Wheel & Tire BEAD BREAKER BEARING ADAPTER (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 & 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is FA4418-20-Q0019 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combined synopsis/solicitation and shall be used to submit pricing. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, Effective 06 May 2020. (iv) This acquisition is 100% small business set-aside. The associated NAICS code is 336413 with a size standard of 1,250 Employees. (v) Contractors shall submit a quote for the transportation and installation of a Tire Bead Breaker and its accessories, Brand Name or Equal to Bauer’s Bead Breaker and Bearing Adapter, which shall include: C-shaped welded frame with an integrated reservoir, rotating disc assemblies, Hydraulic power unit that includes: all pumps, manifolds, valves, solenoids, and electrical controls, Boom-mounted control pendant with extension cable, detailed instruction manuals, capable to add capability for additional wheel assemblies, Contain 35 gallon reservoir, 3 GPM Pump, 7.5 HP Motor, and can provide up to1800lbs of (maximum) force. Other salient needs are: separate control cabinet for PLC/HMI with Light Tower, a Safety Protection Grating with Light Barrier (200” W x 152” D x 97” H), and an Automatic Mode to allow operator to select pre-programing wheel assembly configuration and PLC shall identify wheel part numbers and control machine movements to automatically break the tire bead. And lastly, a one (1) year warranty, in accordance with the attached Statement of Work (SOW). Training on the use of the equipment shall be provided to the end user, (after delivery and installation) located at Joint Base Charleston, SC. After award, Bead Breaker installation (approx. 10 days) shall consist of uncrating, moving equipment into position, anchoring it to the floor and connecting it to a fusible disconnect. The installation shall also consist of filling equipment’s hydraulic reservoir with the customer provided ISO32/W32 rated hydraulic fluid as applicable. The Contractor will install the associated safety cage for the bead breaker. The Contractor will check the three (3) phase motor phasing input prior to first use. The Contractor will perform programming for C-17 wheels and demonstrate programming for USAF personnel. In addition, these documents will become part of the contract. All responsible sources may submit a quote, which shall be considered. A fixed price contract is contemplated. (vi) Contractor will transport and install the Bead Breaker Adapter, components, all its Accessories to Joint Base Charleston, South Carolina and conduct training on the equipment. (vii) Delivery shall be FOB destination. The RFQ format is attached to this combined synopsis/solicitation and shall be used to provide your delivery schedule. The response will consist of two separate parts: Part I – Technical understanding: Submit a technical narrative that identifies all major salient characteristics and Statement of Work required to satisfy the requirements in accordance to the attached Statement of Work (SOW). Offerors must identify all work that will be self-performed and work that will be subcontracted. Part II – Price: Contractors shall complete and submit the attached RFQ. The Contracting Officer has determined there is a high probability of adequate price competition for this acquisition. FAR 52.212-2, Evaluation - Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Technical Understanding - To receive a Pass rating, the offeror’s narrative must demonstrates a technical understanding of the project’s scope and submit a technical statement of the equipment’s salient characteristics as provided in the attached SOW. Subjective Rating Description Pass Narrative meets the requirements of the solicitation. Neutral Cannot determine if the narrative meets the requirements of the solicitation. Fail Narrative does not meets the requirements of the solicitation. 2. Price – The Government will evaluate the total price of the offer for award purposes. Unrealistically low or high prices may be grounds for eliminating a proposal from consideration.
