This produces a continuous stream of nitrogen gas. The principle of operation for a membrane nitrogen generator is where atmospheric air is compressed by an air compressor and passed through a hollow fibre membrane, filtering out parts of air (primarily oxygen) leaving behind a high purity nitrogen gas. COMBINED SYNOPSIS/ SOLICITATION FOR COMMERCIAL ITEMS: 437th Wheel & Tire Stationary Nitrogen Generation System (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 & 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is FA4418-20-Q0016 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combined synopsis/solicitation and shall be used to submit pricing. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, Effective 03 April 2020. (iv) This acquisition is 100% small business set-aside. The associated NAICS code is 336413 with a size standard of 1,250 Employees. (v) Contractors shall submit a quote for the transportation and installation/assembly of a Stationary Nitrogen Generation System and ALL its accessories, which shall include: Feed air compressor, single-stage air cooled, oil-injected, and continuous-duty rotary screw compressor, High pressure multi-stage reciprocating booster, air-cooled, pressure lubricated, continuous-duty rated, High durability membrane air separators, Electric motors for each compressor with v-belt drive, belt guard and belt tensioning device, Automatic condensate drain with collector (includes switch for high condensate level), UL® labeled Control Panel with PLC controller. Includes touchscreen interface (for operation, maintenance and troubleshooting), In-line percent oxygen analyzer, Pressure sensors for oil and final product pressure, Sound attenuated enclosures for compressors and membrane module (?85 dBA), Ambient temperature range 40° to 113°F (4.4° to 45°C), High Pressure Booster Compressor, Sound –Attenuated Powder-Coated Carbon-Steel Enclosures, Hidden Storage for Common Spares, Precision Formed Powder-Coated Steel Skids and Support Structures, Membrane Pre-filtration system (Particulate, Moisture & Hydrocarbon), Electric Controls with Touch Screen HMI, Nitrogen Generation Membrane Bundle, Oxygen Analyzer; In addition, the Accessories must be included, which are: Nitrogen Storage Assembly – Configured for up to twelve (12) high pressure UN/ISO or ASME Storage Vessels, Outlet Regulation Panel, Modular Storage Racks, Safety Relief Valves and Isolation Valves for each HP Storage Vessel, High Pressure Hose from SNG to Storage tanks, On-site start-up of equipment by factory trained and authorized service technician and two (2) year warranty, in accordance with the attached Statement of Work (SOW) utilizing the attached RFQ worksheet. Training on the use of the equipment shall be provided to the end user, (after delivery and installation/assembly) located at Joint Base Charleston, SC. After award, these documents will become part of the contract. All responsible sources may submit a quote, which shall be considered. A fixed price contract is contemplated. (vi) Contractor will transport and install/assemble the Stationary Nitrogen Generation System with Accessories to Joint Base Charleston, South Carolina. (vii) Delivery shall be FOB destination. The RFQ format is attached to this combined synopsis/solicitation and shall be used to provide your delivery schedule. The response will consist of three separate parts: Part I – Technical understanding: Submit a technical narrative that identifies all major salient characteristics and Statement of Work required to satisfy the requirements in accordance to the attached Statement of Work (SOW). Offerors must identify all work that will be self-performed and work that will be subcontracted. Part II – Price: Contractors shall complete and submit the attached RFQ. Technical Understanding - To receive a Pass rating, the offeror’s narrative must demonstrates a technical understanding of the project’s scope and submit a technical statement of the equipment’s salient characteristics as provided in the attached SOW. Subjective Rating Description Pass Narrative meets the requirements of the solicitation. Neutral Cannot determine if the narrative meets the requirements of the solicitation. Fail Narrative does not meets the requirements of the solicitation. 2. Price – The Government will evaluate the total price of the offer for award purposes. Unrealistically low or high prices may be grounds for eliminating a proposal from consideration.
