This synopsis is for a new Civil Works Indefinite Delivery Indefinite Quantity (IDIQ) contract at Hurlburt Field, FL. This acquisition will result in a one (1) year base contract and four (4) one-year option periods. The contract will be a single award, Firm-Fixed-Price IDIQ contract. The work covered by this Civil Works contract consists of, but not limited to, the repair, replacement, and minor construction of base pavements, water distribution systems, wastewater distribution systems and facilities including, but not limited to sidewalks, driveways, roads, parking lots, drainage systems, base airfield pavements, water and wastewater distribution piping and facilities, force mains, lift stations, and other related work at Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and other items necessary to perform work under the contract specifications and associated task orders. A Statement of Work shall be provided for each individual task order created against the resulting IDIQ. The North American Industry Classification System (NAICS) code for this project is 237310 with a size standard of $39.5M. This contract will be awarded in accordance with FAR Part 15, Contracting by Negotiation. Additionally, FAR Part 19, Small Business Programs will be utilized. All responsible small business sources may submit a proposal, which shall be considered by the agency. The Government reserves the right to award a contract to other than the lowest proposed price. The estimated magnitude for the IDIQ is between $10,000,000 and $25,000,000. Bid bonds will be required with the proposal. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 20 April 2021. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. Additionally, the contractors' responsibility determination to be made includes having all prospective contractors having a current NIST SP 800-71 assessment in the Procurement Integrated Enterprise Environment (PIEE). A contractor search in the Supplier Performance Risk System will be made to verify each contractor's assessment has been completed and the security requirements are either fully met or identifies a work plan to implement the remaining security requirements. This market survey is conducted to identify potential sources capable of meeting the requirements for providing Civil Works construction services at Hurlburt Field, Florida, which may consist of, but not limited to, parking lot repairs, stormwater system repairs, water line repairs, roadway repairs, airfield runway repairs, and fencing. The 2016 specifications for Civil Works are included to provide respondents a better understanding of the needs of Hurlburt Field and the respondent's potential ability to meet the Government's requirements. An updated version of the specifications will be published along with the solicitation at a later date. DETAILS: All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a Department of Defense contract. The National American Industry Classification System (NAICS) code for this action is 237310 and the small business size standard is $39.5M. Prospective contractors are cautioned to ensure that the proper NAICS code appears in their SAM record. This acquisition will be set-aside strictly for small business concerns. Contractors responding to this notice shall confirm that they are a small business and identify their participation in any small business socioeconomic contracting program(s). All interested contractors shall submit a capabilities package up to a maximum of five pages. The capabilities package shall be concise while clearly demonstrating an ability to meet the stated requirements. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. If the Government decides to award a contract for this effort, a solicitation will be issued at a later date.
