Furnish all plant, labor, equipment, and materials necessary to perform all operations necessary to accomplish all work in accordance with Project CP 1026753, Install Fire Suppression System Building 90029 on Hurlburt Field, Florida, in accordance with the attachments listed. This construction project includes the removal and replacement of the existing fire suppression foam system, replacement of the fire pumps in Building 90036, the modification of the existing Fire Alarm and Mass Notification systems to support the new High Expansion Foam (HEF) systems and fire pumps system, and to install new power distribution to support the new fire pumps in Building 90036. Also, the electrical systems will be modified in Hangar 90029 to support the new (HEF) system requirements. The work is located at Buildings 90029 and 90036 on Hurlburt Field, FL.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This synopsis is to install fire suppression system at Building 90029. This construction project includes the following work: Fire Suppression: The work includes removal of the existing AFFF system and replacement with a complete new high expansion foam system in accordance with UFC 4-211-01, replacement of fire pumps in Building 90036, and all incidental related work. Fire Alarm: The existing Fire Alarm and Mass Notification Systems will remain and be modified to support the requirements of the new HEF systems and Fire Pumps. Electrical: New power distributions will be installed to support the new Fire Pumps in Building 90036. Electrical systems will be modified in Hangar 90029 to support the new HEF system requirements. The work is located at Building 90029 and Building 90036, Hurlburt Field, Fl. The North American Industry Classification System (NAICS) code for this project is 238220 with a size standard of $16.5M. This contract will be awarded in accordance with FAR Part 15, Contracting by Negotiation. Additionally, FAR Part 19, Small Business Programs, will be utilized. It is anticipated that this requirement will be 100% small business set aside. The Government reserves the right to award a contract to other than the lowest proposed price. Performance period is 270 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Estimated magnitude for the total project is between $1,000,000 and $5,000,000. Bid bonds will be required with the proposal. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 13 November 2020.
