Response Due Date: 18 August 2021 @ 1:00 PM CST This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06, Effective: July 12, 2021. The North American Industry Classification System (NAICS) code for this project is 333318. The Product Service Code (PSC) is 4250. The Size Standard for this NAICS is 1000 Employees. Evaluation of commercial items in accordance with FAR 52.212-2. This is set aside 100% for small businesses. The requirement is to provide a quantity of two (2) PTR Baler & Compactor Model No: 7230 (BRAND NAME OR EQUAL): Two Left Hinged 72" VDS 48" Long 6" Cylinder 10-HP Recycling Bailers with 460 v. Equivalent items will be evaluated in accordance with FAR Provision 52.211-6, Brand Name or Equal. See attached Requirements Document for Salient Characteristics. CLIN price(s) shall include all delivery costs to: Hurlburt Field, FL 32544 Offeror shall quote on all CLINS (CLIN 0001 – 0003), in order to be considered for award. Delivery Schedule: FOB Destination. Award shall be based on CLIN 0001 – 0003, and must be Technically Acceptable to the Government. Delivery – 4 – 6 weeks ARO Offerors quotes shall clearly identify products that are submitted as “equal items”. Product information (i.e. literature, manufactures websites, etc..., shall be submitted for all equivalent items. Reference specific requirements in FAR Provision 52.211-6. It is the responsibility of each contractor to ensure that their respective quote has been received by the Government POC’s identified above. FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical acceptability considered. The Government will award a FFP contract to the Lowest Priced Technically Acceptable offer. Offers will be determined technically acceptable if 1) the brand name item listed is quoted OR 2) an equivalent item is quoted meeting the salient characteristics identified in the attached Requirements Document. Equivalent items will be evaluated in accordance with FAR Provision 52.211-6. Not all offers will be evaluated for technical acceptability. The lowest price offer will be evaluated, if the offer is determined technically acceptable, no other offers will be evaluated for technical acceptability. If the lowest price is not technically acceptable, the second lowest price will be reviewed. So on and so forth.
