This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number FA441721QC009 is hereby issued as a Request for Quote. Response Date: 20 November 2020 PM CST This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-01, Effective 1 October 2020. This is acquisition is solicited on an unrestrictied basis using Full and Open Competition. The North American Industry Classification System (NAICS) code for this project is 333996, and Federal Stock Class (FSC) code is 4320. The Size Standard for this NAICS is 1,250 employees. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to deliver the following items: BRAND NAME ONLY Fairbanks Morse SN: 2156340, Replacement Submersible Motor with Impeller Fairbanks Morse 142.5 HP Submersible A-C Motor, Frame 365T, TYPE-LK, RMP 1780, Volts 460, AMPS 164.1, HZ 60, PH 3, with Impeller Quantity of 1 CLIN 0001 price(s) shall include all delivery costs to: Hurlburt Field, FL Offeror must have active SAM registration at time of award. Offeror shall quote on all CLINs, in order to be considered for award. Delivery Schedule: FOB Destination. Award shall be based on all CLINs, and must be Technically Acceptable to the Government. Delivery – 16 weeks After Receipt of Order FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2020). Addendum to 52.212-1, Instructions to Offerors – Commercial Items (JUN 2020) THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE PHYSICALLY REMOVED FROM ANY RESULTANT AWARD. 1.1 Addendum to FAR 52.212-1(b), Submission of offers. Offeror shall submit an electronic copy of their dated offer via e-mail to: matthew.furlong.1@us.af.mil or jarvis.wilson@us.af.mil with the solicitation number in the subject block, by 20 November @ 1:00 PM CST. Submit a dated Offer Schedule marked with solicitation number FA441721QC009. Facsimile offers will not be accepted. In addition to the items required by 52.212-1(b), the offeror shall complete the Vendors Information and Vendors Offer Information at the end of this Combined Synopsis/Solicitation. This information shall be submitted with the offer. 1.2 Addendum to FAR 52.212-1(c), Period for acceptance of offers. This paragraph is tailored to read as follows: The offeror agrees to hold the prices in its offer firm for 60 days from the date specified for receipt of offers. 1.3 Addendum to FAR 52.212-1(f), Late submissions, modifications, revisions, and withdrawal of offers. This paragraph is tailored to read as follows: Offerors are responsible for submitting electronic offers by the solicitation due date and time. Offers received after the solicitation due date and time are considered late and will be handled in accordance with FAR 52.212-1(f). 1.4 All questions regarding this solicitation must be emailed to matthew.furlong.1@us.af.mil 19 Nov 2020 @ 1:00 PM CST. 1.5 Offerors shall complete the Vendor’s Offer Information and Vendor Information tables at the end of this Combined Synopsis Solicitation and submit with offer by the established due date and time. 1.6 Offerors shall provide a representation regarding use of telecommunications equipment or services by completing FAR Provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, and 52.204-26, Covered Telecommunications Equipment or Services-Representation. Submit with offer by the established due date and time. (End of Provision) FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical acceptability considered. The Government will award a FFP contract to the Lowest Priced Technically Acceptable offer. Offers will be determined technically acceptable if the brand name item required by this Combined Synopsis Solicitation is quoted. Not all offers will be evaluated for technical acceptability. The lowest price offer will be evaluated, if the offer is determined technically acceptable, no other offers will be evaluated for technical acceptability. If the lowest price is not technically acceptable, the second lowest price will be reviewed. So on and so forth. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
