This is a pre-solicitation notice. This is not an Invitation for Bid (IFB). This synopsis is to notify potential offerors of an upcoming construction project for the 823rd Rapid Engineering Deployable Heavy Operational Repair Squadron Engineer's (RED HORSE) building, Building 91157. The overall intent is to construct a new sanitary sewer lift station deep enough to allow provision of gravity sanitary sewer service to Building 91157 with potential for future extension to Building 91147. Work also includes the construction of a gravity sanitary sewer from the new lift station to Building 91157, demolition of the existing lift station following construction and start-up of the new station, and pavement patching and clean-up of the construction area. See attached project specifications and drawings for more details. A site visit will be held for this project. This information will be provided on the IFB. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $39.5M. This contract will be awarded in accordance with FAR Part 14, Sealed Bidding and 36, Construction. Additionally, FAR Part 19, Small Business Programs, will be utilized as this acquisition is set-aside 100% for Women-Owned Small Businesses. Performance period is 120 calendar days after receipt of the Government's Notice to Proceed. The contract will be a single award, Firm-Fixed-Price type contract. In accordance with FAR part 36.204(e) the magnitude for this project is between $250,000 and $500,000. Bid bonds will be required with the proposal and will be considered in determining if the contractor is responsive. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for the IFB is projected to be on/about 13 August 2021, and the IFB will close on/around 30 calendar days after the IFB is released. Bid opening date and time will be on/around the 30th calendar day after the IFB is released (Same day when all Bids are due). Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a Government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: https://sam.gov. NO paper copies of the solicitation will be furnished and NO electronic submission of proposals are authorized for this requirement. The IFB will be available by electronic transmission only at SAM.gov. All proposals shall be valid for 17 calendar days after the IFB has closed to considered responsive.
