This is a pre-solicitation notice with the intent to advertise for the FY25 Multiple Award Paving Contract (MAPC) Indefinite-Delivery / Indefinite-Quantity (IDIQ) Program at Scott AFB, Illinois. This acquisition is being solicited in accordance with FAR 15/19 and is a total small business set-aside. The resulting IDIQ contract will be firm-fixed-price (FFP) awarded to a target of eight (8) small businesses. Task orders will be written from the IDIQ contracts. The duration of the program will be a two-year base award period and three (3) two-year option periods, plus a six-month extension. The guaranteed minimum is $500 and the maximum value of the program, including all option periods, is $45,000,000. The NAICS code for this acquisition is 237310 with a size standard of $45M. The FY25 MAPC will encompass a wide variety of paving tasks including construction and/or reconstruction of roads, streets, airport runways, public sidewalks, bridges, storm sewer systems, demolition (above/below ground structures), tank installation and removal (septic system and fuel), site preparation, landscaping, including design/build (ranging from 35% up to 100% level of effort), via competitively awarded individual task orders (T.O.) typically ranging from $2000 to $5,000,000 each. Seed Project: The seed project consists of a bid-build effort to provide all parts, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary to REPAIR, Full Depth Roadway Patching Along Scott Drive, 375 CES; F7400 at Scott AFB, IL. This work includes removing and disposing of roadway, excavate existing subgrade, curb and gutter removal/replacement and reconstructing roadway. This solicitation and any amendments are paperless and will be available on the internet only. The solicitation will be available on or about 01 May 2025, which will include the solicitation closing date and time for submission of proposals. A solicitation mailing list will not be maintained for this procurement as all solicitation documents will be available electronically and it is the responsibility of the offeror to monitor this site for the release of information and to register for notifications to this procurement via this website. All contractors must be registered and active in System for Award Management (SAM.gov) to be considered for award of a contract with any DOD agency. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about SAM. The government reserves the right to cancel this solicitation prior to or after the closing date. A site visit will be conducted at Scott AFB approximately 7-10 days after the solicitation is posted to Contract Opportunities in SAM.gov (exact date, time, and location will be provided in Section A of the solicitation), for the purpose of briefing prospective offerors on solicitation requirements, multiple award features and processes, and conducting a site visit of the seed project construction site.
