THE GOVERNMENT INTENDS TO USE PAST PERFROMANCE TRADE-OFF AS THE EVALUATION CRITERIA, BUT THE FINALIZED EVALUATION CRITERIA WILL BE PROVIDED WITH THE FINALIZED SOLICITATION. SEE BELOW FOR DRAFT EVALUATION CRITERIA. The following factors will be used in evaluation process: Factor 1 - Technical Approach Factor 2 – Past Performance Factor 3 – Price Regarding the order of importance, the relative importance of each factor is as follows: Technical and Past Performance are of equal importance. All evaluation factors other than Price, when combined, are significantly more important than Price. The Government will select the best overall quote, based upon an integrated assessment of Technical (Factor 1), Past Performance (Factor 2), and Price (Factor 3). However, to be eligible for award, the offeror shall have an acceptable rating in each Factor being rated acceptable/unacceptable.
