Multiple Award Construction Contract (MACC) Program, Scott Air Force Base, Illinois Firm Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) This acquisition is a total small business set-aside of at least ten (10) contract awards. The period of performance is a two-year base period plus three (3) two-year option periods. The minimum guarantee per awardee over the life of this contract is $500 each following attendance of the mandatory post-award orientation conference. The sample project magnitude is between $1,000,000 and $5,000,000. The total aggregate ceiling value of this program is $90,000,000 for the base plus all option periods. Government reserves the right to award fewer than or more than the stated target number of contract awards. AMD0001: The purpose of this amendment is to: a. Clarify that the attachment for submittals do not apply to the sample project. It is applicable to all Task Orders that will be awarded from the IDIQ contracts once established. b. Update the PPI attachment to include email address fields for section F POCs. c. Extend the recency and due date for PPIs to allow for the last 5 years of past performance and a due date of 15 SEP 2023 d. Updated Section L @ 2.2.1.4 for bonding requirements to clarify that the sample project does not require bid bond, bid bonds are applicable for subsequent T.O.s awarded from IDIQ. e. Re-state that the project is a Bid-Build, not a Design-Build. The pre-proposal conference slide is updated to reflect Bid-Build. f. Revise the SOW to address items that may be ambiguous or misunderstood, see the SOW for actual revisions (dated 24 AUG 2023). g. The following date extensions apply: RFI due date - 05 SEP 2023; PPI due date - 15 SEP 2023; Proposal due date - 09 OCT 2023. h. Field 12a of SF1442 for bonding applies to the subsequent T.O.s awarded from the IDIQ once established. The sample project does not require any bonding (bid, payment, or performance). i. Distribute the pre-proposal conference slides and site visit log. AMD0002: The purpose of this amendment is to: a. Respond to RFIs received through 31 AUG 2023. b. Update the language of section L, paragraph 1.4 to remove "If the joint venture is comprised of 8(a) firms, the SBA must approve the joint venture agreement prior to award." AMD0003: The purpose of this amendment is to: a. Extend the PPI due date to 9 OCT 2023. b. Update section L paragraph 2.2.2.1 to reflect 5 years for recency IAW amendment 1 for past perfomance. AMD0004: The purpose of this amendment is to: a. Extend the proposal due to 11 OCT 2023 @ 2:00PM instead of 09 OCT 2023 due to Federal Holiday. b. Respond to RFI questions 12 through 16 dated 3 OCT 2023. AMD0005: The purpose of this amendment is to: a. Answer a final round of RFI questions 17 and 18.
