The Government requires Protective Coating (PC) services at Scott Air Force Base (AFB), Illinois. The required services consists of furnishing all labor, materials, vehicles, equipment, tools, supervision, and administration required to perform protective coating maintenance as described in the Statement of Work (SOW) (except Government-Furnished materials) for the execution of painting and application of protective coatings; pavement markings applicable to existing roads, existing parking lots at Scott AFB, IL. In accordance with (IAW) the SOW, the tasks are general building and pavement coatings. The requirements are not military unique. However, since the Government will be altering real property (i.e., buildings and roads), the required services are noncommercial and will use Simplified Acquisition Procedures (BPAs) to satisfy this requirement. The prices charged by the contractor to the United States Government shall be as low as those charged to the supplier's most favored customer for comparable quantities under similar terms and conditions. There are several regulations and industry standards that must be adhered too. Hazardous waste disposal must be completed IAW local, state, and federal standards. Disposals must also be coordinated with 375th CES (Environmental). Finally, all work shall be completed IAW OSHA 29 CFR 1910, OSHA 29 CFR 1926, and applicable AFOSH Standards. PLEASE SEE ATTACHMENTS

The purpose of this sources sought is to gather industry information for the solicitation of FY23/24 Multiple Award Construction Contract (MACC) program supporting facility construction needs for Scott Air Force Base, IL. The MACC program consists of soliciting and awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for executing a broad range of maintenance, repair and minor construction and may include full project design from concept or performance-oriented statement of work through construction completion. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) codes as follows: Sector 23 – Subsector 236 – Construction of Buildings – Size Standard $39.5 million; Subsector 237 – Heavy and Civil Engineering Construction - size standard $39.5 million; and Subsector 238 – Specialty Trade Contractors – Size Standard $16.5 million. Successful MACC program contractors are given fair opportunity to compete for projects described in individual task order solicitations and will be expected to accomplish a wide variety of construction tasks, including design/build, renovation, additions/upgrades, and new construction integrating multiple construction trades/disciplines. Project task orders will range between $2,000 - $5,000,000. The anticipated performance period is 01 November 2023 to 31 October 2025 plus Three (3), Two (2) year option periods. The contract value is estimated to be $99M over an eight (8) year period.
