The 375th Contracting Squadron (PKB1) at Scott AFB, IL is contemplating an award to perform HVAC Closed Loop Water Test-Treat located at Scott AFB, IL for the period of 01 Oct 2022 - 30 Sep 2023, subject to availability of funds. Scope of Work is defined in attached Statement of Work (SOW). Also attached is the Wage Determination and National Defense Authorization Act Provisions FAR 52.204-24, FAR 52.204-26, DFARS 252.204-7016, and DFARS 252.204-7017, Attachment 1, Inventory Tab The Contractor shall provide all labor, tools and equipment necessary to perform closed loop water/chemical sampling and treatment for the Heating, Ventilation and Air Conditioning (HVAC) closed loop and coupon rack systems. There are 127 closed loop systems (58 chilled water and 69 hot water), and 23 coupon racks in various facilities on Scott AFB, IL. Please see Attachment 1, Inventory Tab for a list of facilities with the associated closed loops and coupon racks. A Site Visit is scheduled for Wednesday, 10 August 2022 at 9:00am CST at Bldg 50, Scott AFB, IL. Please confirm attendance by 3:00pm CST on Tuesday, 09 August 2022. ADDITIONAL INFORMATION TO SOLICITATION FA440722Q0009-QUESTIONS AND RESPONSES FROM 10 AUGUST 2022 SITE VISIT. The following are questions posed by vendors at the site visit, 10 August 2022, and the responses: 1. On Page 1 of the solicitation, Item #0003, it states “Propylene Glycol Inhibited with Nitrite” – Does this mean this is Glycol and Nitrite – Response - Yes 2. On Page 2 of the solicitation, Item #0004 it states “Nitrite” – Is this Nitrite for Hot Loops – Response – Yes the Nitrite is for Hot Loops, but can be applied to cold loops if needed based on sampling results 3. How many hot loops contain Glycol – Response – 22 hot loops contain Glycol 4. On Page 1 of the Statement of Work (SOW), paragraph 1.4.2, in reference to “Performed Services”– How will invoicing be evaluated and can additional information be included on the Performed Services document – Response – As long as the report matches the invoice it will be accepted. You can add columns to the Performed Services. ** QUESTIONS AND RESPONSES FOR NUMBERS 5 AND 6 HAVE BEEN ADDED AS OF 16 AUG 2022. Would a business get any additional consideration for having any other designations besides being a small business; i.e. could being an SDVOSB help over just the SBA? Response - There is no additional consideration for having any other designations besides being a small business. 6. How many of the 6000 gallons of Propylene Glycol Inhibited with Nitrite chemical that is quoted was actually used this past year? Response - This is the first year using this product. This current contract year and past contracts we used uninhibited glycol. So far this year we used almost 5000 gallons of uninhibited glycol. In addition to the above questions/responses, when you access the “Inventory Tab – Attachment 1” available through sam.gov as an attachment to the solicitation (FA440722Q0009), please notice the two tabs at the bottom of the excel spreadsheet one labeled “Inventory” and another labeled “Performed Services” as these documents are referenced throughout the SOW.
