As the Air force strives to solve complex challenges, to include a lack of resources facing installation and mission operations, Scott Air Force Base (AFB) created the Elevate Office, 375 AMW/DIO, to identify innovative solutions to deliver efficient and effective agile support. Grounds maintenance services, to include grass mowing, is provided under the Ability One Program for Scott AFB. The contractor provides grounds maintenance for Scott AFB; however, grass cutting along the installation's flight line is accomplished by the 375 Civil Engineer Squadron (CES) and not covered under the AbilityOne contract. In an effort to save resources and eliminate threats (i.e., personnel hours, bird/wildlife aircraft strike hazards (BASH), etc.), the Elevate team searched for solutions to accomplish grass mowing, snow removal, communication security, and perimeter security on the flight line that would not include manpower (Government or contracted) resources. Required capabilities, such as grass mowing on the flight line (approximately 580 acres) and snow removal (approximately five million square yards) is currently being accomplished by 12 to 14 Government personnel. After award, the Government required further capabilities testing from Sabanto under this contract. Due to lack of enough snow in 2021/2022 for adequate testing and identification of other capabilities during performance under this contract from 21 September 2021 - 20 September 2022, the Elevate Office at Scott AFB requires additional testing to be added via modification to award FA440721P0036.
